When cops can assault the public with no fear of a custodial sentence then that is the day that it all breaks down.....

On Feb 6, Kamigaki was in an accident while patrolling the neighborhood on a motorcycle. He was recuperating when the physical altercation occurred.

so getting drunk is called 'recuperating' now?

If he kicks people trying to help him, what does he do to people he arrests?

I'd ask you to find any case where that excuse was accepted in a court. These are police quotes of what the arrestee said under questioning. For whatever reason, we never get to hear quotes from the arrestee of what the police said. Japan Today like to report these police quotes as a kind of therapy for some of its readers. It's very kind of them.
