Hyogo police officer arrested for assaulting passerby while drunk

A 53-year-old Hyogo prefectural police officer has been arrested on suspicion of assaulting a male passerby while intoxicated. The suspect, identified as Koji Kamigaki, has denied the charge and said he doesn’t remember anything, according to police.

Kamigaki, an inspector at the Takarazuka Police Station’s Community Affairs Division, reportedly was off duty and drinking at a cafe bar in Kobe's Tarumi Ward on the night of Feb 11, Sankei Shimbun reported. Just past midnight on Monday, the owner of the establishment attempted to get him into a taxi, but Kamigaki resisted.

A 52-year-old male passerby tried to help get Kamidaki into the vehicle when he was kicked in the stomach by the officer. The bar owner told police that Kamidaki was intoxicated after having drunk two bottles of wine and four to five glasses of beer.

Police quoted Kamigaki as saying, “If you say that I kicked [the victim], it might be true, but I don’t remember anything.”

On Feb 6, Kamigaki was in an accident while patrolling the neighborhood on a motorcycle. He was recuperating when the physical altercation occurred.

Wow I was just down there in Hyogo of the Kansai region on the Honshu island, seeking warmer climate and checking out  some clubs in its capital; which is Kobe.

He remembers. Using the 'I was drunk, so I'm not culpable' excuse is no excuse.

This excuse has been used SO MANY TIMES that even the "police" are using it to get out of trouble!

Yep the "No Memory" card is once again played to avoid jail.

I'd ask you to find any case where that excuse was accepted in a court. These are police quotes of what the arrestee said under questioning. For whatever reason, we never get to hear quotes from the arrestee of what the police said. Japan Today like to report these police quotes as a kind of therapy for some of its readers. It's very kind of them.
