Kanagawa prefectural police have re-arrested a 24-year-old unemployed man on suspicion of sexually assaulting a 21-year-old woman and stealing her underwear in March.
According to police, Hiroki Naohara, who lives in Yokosuka, had already been arrested for sexually assaulting a high school girl in April, Sankei Shimbun reported. The latest charge is over an assault that occurred around 9:25 p.m. on March 2 as the victim, a fourth-year private university student, was walking along a sidewalk. Naohara is accused of dragging her into a vacant lot where he sexually assaulted her for about 25 minutes and stole her underwear.
Police said Naohara told them he was looking for potential victims while seated in his car.
In April, Naohara and a male accomplice, Hitoshi Kikuchi, 24, were arrested for raping a female high school student in a park in Yokosuka. Naohara has also been charged over a third sexual assault since March.

Accept in extreme circumstances, it has beeen proven within psycholically tested modules, almost everyone, treated for the mental illness they suffer have the ability to reform. Life in prison, without the possibility for reform or parole is death.

Rapists in Japan generally aren't sentenced to life.
Both of the guys mentioned had already raped and were free to roam about because they weren't incarcerated.
I'm sure the victim wasn't too thrilled about that.

Where did you get that information? As far as this article, they were arrested and are being charged for other unsolved previous rapes.

Wait. I am very confused here. He's was out walking around on 2 rape charges? He raped 2 women in March, one being a minor and with an accomplice. Then he is let go and raped another woman in April only to be let go and brought back into custody in May for the previous rape charges. Why is a serial rapist walking around in the first place?

No. Japanese police will arrest someone, then while they are in custody, re-arrest them. This is often because they charge them with one crime to hold them, then re-arrest them under the actual crime after they have gathered evidence. In this case however, it appears that they just found out about more crimes after they had been arrested for the first, and they re-arrested them.
Remember, we're reading English translations of the results of Japanese legal situations. I'd bet that often the translators don't even know how the system work, which is why we don't get translations that more accurately express how it works in Japan.

Help these guys , give them counseling and guidance, part of that would be punishment too, but they need help FFS NOT life in prisonment. Sure 6 months or a couple of years to reflect on their misdeads and learn, then if they screw up after that then nail them hard n give them life in the slammer, but not straight away.
They and their victims need counseling and help !

First time I've seen the rapist portrayed as a victim. It is a very serious crime and one from which some victims never fully recover. In most countries it receives a prison sentence in line with a serious violent assault, which this is. Not the slap on the wrist you suggest.

Wait why can't we introduce sentencing like treatment or vaccine clinical trials for diseases (yeah covid19 would be great) .
I know it sounds silly and the circumstances under which crimes were commit-ed (age, mental illness etc) are important but still I think there is plenty of room to give this a think.

Yeah, the term "re-arrest" is very awkward and misleading. It somewhat implies that they were released and then arrested again. In reality, it just means that they were charged with more crimes.

There was a similar case of a sicko in my hometown who stole boys' socks. No sex assaults, he just accosted them, held them down and took their socks. The police found several pairs of boys' socks hanging on a Christmas tree in his home. This occurred around 2005 or so.
