A 42-year-old administrative official of the Mito Public Prosecutors Office in Ibaraki Prefecture has been arrested for filming up a high school girl’s skirt with his smartphone on a train.
According to police, the incident occurred at around 7:30 a.m. Friday on the JR Joban Line between Tomobe and Uchihara stations, Fuji TV reported. Police said Yasuhiro Takahashi, who lives in Tsukuba, has admitted to the charge of disturbing the public peace.
Another passenger on the train saw what Takahashi was doing and detained him until the train reached Uchihara Station where police were called.

If "All work and no play makes Taro a naughty boy" sounds too flippant, it's no laughing matter that Japan's out-of-kilter work life balance plus the pressures of a pandemic can result in some people exhibiting this kind of aberrant behavior. The sexual distress suffered by more than a few human beings is a very serious matter indeed and one that the Japanese, like many other nations, have made little effort to address apart from society's usual pablum of holier-than-thou hypocrisy.

"Filming" does, yes. ("up" is the direction his camera was pointed in relation to the skirt.) Just like "taped the conversation" means "audio recorded", and "hung up the phone" means "disconnected the call".
These are all accepted terms, despite their technical inaccuracy, due to their common usage for decades. Odd you've never heard the term "filmed" before.

Nope, even if they have ample evidence, the police simply refuses to file in most cases, especially if the rapist is a full-time employee. Several years ago, my friend was only in middle school when she was raped. She managed to escape to the police office with bruises AND physical evidence of penetration, but the case was never allowed to proceed, the police pressured her family to drop the case to protect the rapist. Japanese justice system simply goes above and beyond to protect rapists, it is as if it is a badge of honor for the guys.
If you have noticed, almost all rape cases that managed to move to prosecution and the rapist receiving a very light sentence, are generally to unemployed or part-timers. Have you ever seen someone with good social standing receiving any punishment for sexual assaults or rape? I certainly can never find a single case of that.
