Which Japanese "authorities?" Once his identity as a spy is revealed they will change their statement surely. Even in supposedly free countries, photographing military installations is a no-no. Seven years sounds fair and should give him time to reflect on his actions.

Wait a minute something doesn't add up here!

Just asking what kind of a spy would keep 9,000 incriminating photograph on his phone or laptop? Whether it's an amateur or hardcore spy it makes very little sense.

If he's caught, just being in the wrong place can doom him. If he keeps the photos on himself however, he might be able to plausibly plead an intention for self-use.

If Japan is spying in Belarus then it’s spying in China and vice versa. There are spies from countries in foreign countries.

That's my point if he had bad intentions he could have taken the photos, send and delete them all together. Otherwise perhaps this an enthusiast of huge installation. And if it's prohibited taking pictures of military installations among other sensitive places. Belarus could have issued him with a warning first.

Working for Japan's intelligence service in Belarus - pfff, really? No doubt he'll be quietly swapped for someone they want back from the Ukrainians. Mind you 9000 photos is quite a few. Bit surprised they didn't bother to stop him earlier. I wonder if it was cause they finally got fed up with him doing annoying selfies.
