Do you live in Japan? To answer your question: The hyper-sexualization of underage girls in this society. We see it in everything from the JK dating services in Akihabara to the manga porn middle aged men look at on the trains to pre-teen girls being dressed in short shorts/skirts by their mothers. (Though this raises the question of whether Japanese people view what "westerners" define as sexy as cute.).

I would imagine the "find a husband with a good job so you can become a housewife" also plays into it.

Japan's obsession with underage kids or children is kind of scary. They really need to educate the adults on such things and to let children know about how to deal with predators like these.
