A 450 watt light bulb is much more powerful than ones used in home. Was such a powerful light bub used in the exhibition or just in the experiment? And did wood chips come into direct contact with the bulb in the exhibition? A 450 watt incandescent bulb gives of a lot of heat, certainly enough to warn people of a risk to anyone who touches it, and that is reason enough to make sure no one and nothing inflammable should be able to get near it.

This seems like retribution justice. It was an accident, and accidents happen, often through no fault or the intentions of anyone. But that's a concept the Japanese justice systems finds difficult to grasp.
It says it was an experiment, not the actual event. The "experiment" seems rigged to show culpability, based on how it's described in the article.
