An assistant police inspector in Oku, Tokyo, has been arrested for groping a 15-year-old girl on a train.

The 57-year-old man has been named as Tomio Sato, who works in the traffic division. Sato is accused of groping the high school first grader's breast and buttocks for 10 minutes, while standing behind her on a train.

According to Fuji TV, when the train reached Omiya Station in Saitama Prefecture, the girl seized Sato's arm and attempted to alert a station guard at which point he broke free and ran. A passerby chased Sato for 300 meters before catching him and subduing him until the authorities arrived.

During questioning, Sato was quoted as saying, "I did it because I was feeling stressed."

In a statement released to the press, an Oku police official said, "It is regrettable that one of our own personnel has been arrested. We intend to deal with the matter in a strict and impartial manner."

he must have felt guilty and did not put up a fight when subdued.

Won't lose his job. Maybe demotion and transfer to a more remote police station

2 ( +2 / -0 )

I'll bet he will be even more stressed out when he loses his job

I'm sorry that I say this, but why did she hold it for near 10 minutes? She shouldn't have to feel ashamed for yelling or even hit her agressor in public, because her safety is first. And I feel angry because nobody inside the train realized what he was doing. We need to me more concious that those things happens everyday around us and help those victims of sexual harassement.

I am not sure about the legality of carrying restraining devices in Japan but maybe some girls and young women can take a pair of nylon handcuffs and cuff the perverts wrist to their own wrist just before they pull into the station so they can not run.

once again do not trust police in any part of the world. they are abusing their authority and don't give a damn. world is becoming police state...police creep me out its like mafia version but legalized lol

A passerby chased Sato for 300 meters before catching him shouting STOP POLICE

It is regrettable that one of our own personnel has been arrested.

Not "it is regrettable that a girl was molested"

"It is regrettable that this has been brought to people's attention" probably more accurately conveys his thinking.

"regrettable" - bad translation most likely.

It sounds terrible to say that in English in this situation, like it was an accident or some insignificant slip-up.

But the words I can imagine him saying in Japanese don't sound so flippant, and sound more like he is just admitting his guilt and apologizing. Whether heartfelt, no one can know, but he is not saying "this was no big deal".

tennohaka

couldn't yell out?

conformity pressure hear is huge, being shy is beyond being an acceptable or positive thing here, it's like if you're not silent and ashamed about any trifle, you are a selfish monster and excluded from the group. Add to that the surprise at being sexually molested, and she didn't know what to do for a few minutes.

But 10 minutes is too long. Protect yourselves ladies.

Magnus-

A little harsh? We are talking about personal safety, here. If there is a women's car available I would advise my wife/ etc, to use it.

Another great story of people taking action against such idiots! Not the first though and definitely not the last.

10 minutes? grab his balls! scratch his eyes out! kick him in the nuts! spit in his face! scream! Shout in a sexy voice, "ooh, does your wife like that?" or bow and apologize cos its obviously your fault for standing right in front of the pervy old git. Just bloody do something.

But why taking the normal train car during rush hour when there are train car for Women only? The Ladies in Japan should use the "Women Only Car" specially during rush hours, using train in Tokyo and nearby cities are really crazy, people would be sandwich whether you like it or not. So Please Ladies use the "Women Only Car"!.........

Yes, let's segregate society. Sharia for the people. If she's getting groped it's her fault for being in an area men are allowed after all. Idiot.

My student said she hollered 'Chikan' on the Saikyo Line, and the only reaction was from an obasan who told her, 'shut up, of course you're on the train.'

The need for superficial order outweighs all other considerations in Japan.

Good for the girl. I'll refrain from making general comments on the police, but I hope they will actually prosecute the guy.

Not seen one of these for a while..

Good on the girl though for alerting people and for the stranger who helped to catch this sicko.

No doubt though the 'strict' manner that he will be dealt with will be a warning and nothing more.

Assistant police inspector arrested for groping 15-year-old girl

OMG... I just cannot believe this... We all know this never happens in Japan... ( ¬_¬ )

10 minutes?!

God, that must have been the train ride from hell for that poor girl.

**Why couldn't she yell out?

I am generally loathe to second guess the actions of sexual assault victims; she was probably terrified. From the article it sounds like she did call for help the moment she saw a that there was some authority figure that could help her.

@ Mirai Hayashi"Another one??? (especially a law enforcement one) WTF is wrong with these police officers...they have no respect for people." Its called the great decline and fall of JP ...with more terrible consequences and destruction to come...

2 ( +3 / -1 )

The Police is of course did a very bad action here............of all people they should be protecting citizens from crime...not making them.

Passerby shoulkd be coratulated and rewarded and here is his chance to prove that he could be a good cop!!!

3 ( +3 / -0 )

I'm glad the younger girls are no longer putting up with this. Fire the guy, charge him and stop with the whole "regrettable" comment that comes any idiot does something like this.

2 ( +5 / -3 )

The only thing that was regrettable was being caught

4 ( +6 / -2 )

Perhaps he should have said 'It is regrettaable that one of our own personnel has been arrested - AGAIN.'

@gaijininfo - note that there is one stereotype cliche missing - Four - I was drunk, I can't remember!

9 ( +10 / -1 )

Three Japanese stereotype cliches, all in one article:

One

An assistant police inspector in Oku, Tokyo, has been arrested for groping a 15-year-old girl on a train.

Two

I did it because I was feeling stressed.

Three

Oku police official said, "It is regrettable...

Perverts everywhere! If you think about it it is disturbing. What else has he done? What can it lead to? Good job young girl. You probably had to wait for the safe opportunity to turn him in.

"TennohakaMAY. 12, 2013 - 07:32AM JST **Why couldn't she yell out ?"

My student said she hollered 'Chikan' on the Saikyo Line, and the only reaction was from an obasan who told her, 'shut up, of course you're on the train.'

She said she learned to just be quiet until they got to the station, and then deal with it.

Disgusting old man. What an awful ordeal for the poor girl - she was smart though. I hope he is now unemployable - and has his police pension forcibly turned over to the public.

5 ( +5 / -0 )

**Why couldn't she yell out ?

5 ( +7 / -2 )

Why did the groping lasted so long...??10 mins?! Did she not know she was being groped? So disgusting!!

-4 ( +5 / -7 )

He'll feel a lot more stress now. Why am I not surprised he is a policeman?

4 ( +7 / -3 )

Great job by the girl and the passer by. I saw the same thing at Wakoshi station once - a salaryman in panicked flight with young woman, passer by and train staff after him. They got him, too.
