I think the location and the condition of these remains are significant. Who ever did this is sending a message.

How many times have dismembered bodies been found in Japan this year? My count is five or six, including the junior high school girl who cut up her classmate. There was one in Choshi Chiba just a fortnight or so ago. Yeah, the murder rate might be lower than some other countries, but it's made up for by macabreness. Bodies in suitcases left in train station lockers, many bodies stashed in wardrobes and now, a spate of dismembered bodies. Tokyo, you have a problem! This 'safety Japan' label is quickly wearing off.
