Actually a Japanese prison is harsher than a prison in Cambodia. Just like those individuals with the Luffy gang in the Philippines, bribes are are everywhere and used to improve conditions.
Cambodia, Vietnam and so on, defendants can even directly pay the judge for a reduced sentence. That's why these crimes are being done in these countries.

A greater deterrent would be a long sentence in Cambodia, I doubt the conditions will be congenial. Then deport them to be tried and imprisoned in Japan.
