the investigative source said he was "surprised" that Watanabe has still not been sent to Japan.

Why surprised, Philippines has its own jurisdiction, Japan need to respect that they also have pending cases against him. Only after he finished his sentence then he can be deported.

""The source said since Japan and the Philippines do not have an extradition treaty""

Aha, sounds very familiar, but I think the Philippine will hand him over unlike Lebanon due to the close relations the two nations have.

Hehe, Japan not having an extradition treaty comes back to haunt them

That's justice! At least he's in prison somewhere and not going to be free anytime soon....in any country.

He is currently under Philippine jurisdiction facing charges in the the Philippines. If the situation was reversed and a Philippine national was facing charges in Japan, they would have to face the charges in Japan first. Same rules apply.

I hope he is kept in the Philippines prison and dies serious time there. Japans legal system is a joke and he might even walk free in Japan. Keep him with ruthless criminals behind bars in Philippines.

I can see why the Philippines might be willing to send him back to Japan. Why keep a known criminal if you can put the problem elsewhere?

This gang of miscreants and its industrial scale ore ore sagi operation was supposed to have been shut down four years ago. So why are their predations continuing and they’ve become the Untouchables? Endemic corruption at the Philippine end and the J plods myopic inability to connect the dots mean this is a job for Interpol. On the same principle as those wanted posters seen here of sundry chinpira and on the lam Red Army Faction members, pictures of these low lifes need to be prominently displayed at airport terminals throughout the region. Their names and country of origin in big, bold lettering.

As Japan and the Philippines do not have an extradition treaty, that case must first be cleared before he can be deported.

so illegal transfer. If he/she arrives in Nippon, he/she must be freed. Keep in a Philippine prison, one of the toughest in the world.
