A riot police officer in Chiba Prefecture has been arrested after it was revealed that he offered a schoolgirl money for sex.
The mother of the 17-year-old girl filed a complaint with police when she discovered that her daughter had been propositioned by the man, who has been named as 26-year-old Kazunori Ohara, Fuji TV reported.
A police investigation revealed that Ohara approached the girl while she was on her way home from school in Matsudo at about 5 p.m. on Nov 6. He allegedly showed her his official police notebook and told her he wanted to ask her about underage prostitution. Police say he then took the girl as far as the lobby of the hotel, but the pair reportedly did not enter a room. Ohara was arrested for attempting to commit a lewd act.
After hearing the girl's testimony and being shown CCTV footage of himself with the girl, Ohara confessed, Fuji reported.
Chiba police say there have been three reports of similar incidents in Matsudo in the first half of November. An investigation is underway to establish whether the cases are connected.

I think this is the most worrying part for me:
Chiba police say there have been three reports of similar incidents in Matsudo in the first half of November. An investigation is underway to establish whether the cases are connected.
That means that they knew stuff like this was happeneing, weren't able to catch the guy(s) before this story broke. I hope they get their acts together and start seriously searching out the criminals within their own ranks and punishing more strictly.

People don't seem to get it. This is not just "a pervert doing lewd things", this is flat out attempted rape. He was using his position of power to try to force the girl to have sex.
The faster they open their eyes and start pressing attempted rape charges on these people the faster they can solve the issue.

The thing is, it's more than likely seen by upper echelons as nothing wrong or out of order.
Sure, he's been arrested, but that's most likely the last we'll hear of it and the incident will be swept under the carpet, being described only as, "Regrettable".

And so it goes. i have been stopped a couple of times by cops when with my girlfriend and they ALWAYS ask for her name, address and phone number. Once the cop called her after and asked if he could come and ask her some more questions. She said not until I was there, at which he became rude and said forget it then........

But, it's not just the cops. Many Japanese men have perverted delusions about school girls. Watch them on the trains. They are obsessed with school girls. It's as disgusting as it is frightening. Japan has some real issues with perversion.

That would require them admitting there's a problem, which you know is 100% impossible for Japanese civil workers in positions of power. Too much to lose by admitting fault, and no punishments for not doing it.

The reason he will never be prosecuted is actually because he is part of the justice system. He will likely get demoted and we won't hear anything else come of it, because nobody can press charges against him except those he works for. The victim can't press charges, she can only plead that the prosecutor's office press charges. And if the prosecutors instead seek a settlement, which they will, this man can never be charged with anything.

Another fine display of professionalism . You would think that they would screen these police officers at a higher level before hiring them. Psychological exam followed by a lie detector test with questions concerning personal beliefs interests . These are standard forms of testing in other parts of the world to lower the risk of putting people in harms way.

The Japanese civil service system has nothing to do with the individual who committed this crime. This man should be treated as any other person would when suspected of doing the same, not as a proxy by which to attack an institution.

Not sure if Japan actually has fixed penalties for that. If he had told the girl he would have to bring her in if she didn't accept, it could be seen as taking a bribe though.
Won't be actual rape as he did nothing, but most certainly attempt. And as he used authoritative power, it can be classified as rape.

Clearly you misread as I stated that they WEREN'T using word games. Many bashers like yourself get those misconceptions by not reading the entire post.
I did answer you, but was silenced despite posting very pertinent information. The english information is limited on the definition and as always, it is vary vague and only can be defined by case law nobody has access to. But look at Japan penal code 176-180 and all thousand or so related court cases.
If you want A definition:

So yes, this person could probably be changed with attempted rape.
