Chiba riot cop arrested for offering schoolgirl money for sex

A riot police officer in Chiba Prefecture has been arrested after it was revealed that he offered a schoolgirl money for sex.

The mother of the 17-year-old girl filed a complaint with police when she discovered that her daughter had been propositioned by the man, who has been named as 26-year-old Kazunori Ohara, Fuji TV reported.

A police investigation revealed that Ohara approached the girl while she was on her way home from school in Matsudo at about 5 p.m. on Nov 6. He allegedly showed her his official police notebook and told her he wanted to ask her about underage prostitution. Police say he then took the girl as far as the lobby of the hotel, but the pair reportedly did not enter a room. Ohara was arrested for attempting to commit a lewd act.

After hearing the girl's testimony and being shown CCTV footage of himself with the girl, Ohara confessed, Fuji reported.

Chiba police say there have been three reports of similar incidents in Matsudo in the first half of November. An investigation is underway to establish whether the cases are connected.

Apparently, the riot was in his trousers...

Another day, another crazy cop story. Welcome to Japan.

I think this is the most worrying part for me:

Chiba police say there have been three reports of similar incidents in Matsudo in the first half of November. An investigation is underway to establish whether the cases are connected.

That means that they knew stuff like this was happeneing, weren't able to catch the guy(s) before this story broke. I hope they get their acts together and start seriously searching out the criminals within their own ranks and punishing more strictly.

JPolice at it again...the whole force needs a serious shake down to weed out the riff raff

5 ( +9 / -4 )

People don't seem to get it. This is not just "a pervert doing lewd things", this is flat out attempted rape. He was using his position of power to try to force the girl to have sex.

The faster they open their eyes and start pressing attempted rape charges on these people the faster they can solve the issue.

Sexual assault is way too normalized in Japan. This is why I will never raise a daughter here.

The Keystone Cops strike again - but this one ain't funny. Damn - when do these guys go a week without embarrassing themselves? Let him actually serve some time for once, rather than a simple "it is regrettable" comment and back to the job - if there was ever an organization in need of reform it is the NPA.

official police notebook

With Anpanman (アンパンマン) stickers, and "Police use only" Special Investigator, FBI.... LOL... I must have seen 15 or 20 guys like this walking around with the T-Shirts and matching Jackets...

But don't worry, he won't lose his job, they'll just say, "Kazu-kun, Dame yo... Don't do that again...!"

4 ( +9 / -5 )

What? Not even a: "Sorry, I was drunk I do not remember" excuse?

4 ( +6 / -2 )

He can share a cell next to last week's groper. Oh wait, neither will be charged with anything. J-cops at their finest.

4 ( +5 / -1 )

A riot cop? In Japan?

How often does he have duty, once every 10 years?

4 ( +4 / -0 )

Bust him down to vice!

3 ( +3 / -0 )

and i saw 2 older guys, dressed like officers in Shinagawa the other day, cornered a stupid looking lady with all the kawaii decors, took her aside in the corner and started to ask her to show her ketai and I just could not get off the smirk on the face in one of the guys like they are on to something sinister...

2 ( +5 / -3 )

The thing is, it's more than likely seen by upper echelons as nothing wrong or out of order.

Sure, he's been arrested, but that's most likely the last we'll hear of it and the incident will be swept under the carpet, being described only as, "Regrettable".

2 ( +6 / -4 )

And so it goes. i have been stopped a couple of times by cops when with my girlfriend and they ALWAYS ask for her name, address and phone number. Once the cop called her after and asked if he could come and ask her some more questions. She said not until I was there, at which he became rude and said forget it then........

Strange way of protecting and serving.

It should be no surprise when you have clubs like, 'High school girl pantie shows' being pretty so prolific.

When suspicious looking guys approach me and start showing their business cards and/or IDs (happened several times in Shibuya), I immediately blurt out "Sumimasen, Nihongo wakarimasen". Always works.

2 ( +3 / -1 )

I wonder if the Japanese Police have internal investigators and a 'code of conduct'?

2 ( +2 / -0 )

Our taxes are paying for these bozos????? WTF??!!!! Arrest this idiot fool ASAP and make sure he is fired!! And never works in Japan for any government agency!!!! This is worse than Mexico!!!

Article said he was already arrested, dumbass.

And no, offering a 17 year old money for sex is not worse than rolling up in a convoy of SUVs and murdering an judge and 20 innocent bystanders with automatic weapons in broad daylight, not by a long shot.

2 ( +4 / -2 )

Cops should be "cuffin and suffin" not "payin and pokin"

1 ( +4 / -3 )

"we will investigate and make efforts that such incident does not occur again "..

Where have I heard this before? I know, I know......so the next logical step is to lockdown the JP's?

I mean this was before their curfew right?

Where is the outrage! Come on Japan get it right!

Oh right, it's not in Okinawa, my bad!

hobart_markNov. 20, 2012 - 10:29PM JST What law was broken?

I'm also curious what this would fall under.

Could it be abuse of power since he abused his position as a police officer to make the proposition.

Could it be solicitation?

I sincerely doubt it is "rape" since nothing actually happened, but might it qualify for "attempted rape"?

I'm just curious. I think they might have a hard time actually pinning a specific charge on this guy.

But, it's not just the cops. Many Japanese men have perverted delusions about school girls. Watch them on the trains. They are obsessed with school girls. It's as disgusting as it is frightening. Japan has some real issues with perversion.

Sometimes cops get a little too frisky.

. I hope they get their acts together and start seriously searching out the criminals within their own ranks and punishing more strictly.

That would require them admitting there's a problem, which you know is 100% impossible for Japanese civil workers in positions of power. Too much to lose by admitting fault, and no punishments for not doing it.

This man should be treated as any other person would when suspected of doing the same

He should. But unfortunately he won't.

The Japanese civil service system has nothing to do with the individual who committed this crime.

The reason he will never be prosecuted is actually because he is part of the justice system. He will likely get demoted and we won't hear anything else come of it, because nobody can press charges against him except those he works for. The victim can't press charges, she can only plead that the prosecutor's office press charges. And if the prosecutors instead seek a settlement, which they will, this man can never be charged with anything.

Even in Japan, men in uniform top the media stories about misbehaving. Are the riot cops known for being out of control when they are off-duty to blow off steam from a hard days work?

0 ( +0 / -0 )

LOL!

0 ( +1 / -1 )

Another cop ?

Why don't they come up with a law to protect young teenagers from police sexual predators. Just for the japanese politicians, bureaucrats, government employees, and etc,

If you talk sexual to a teenager you will get locked up for life.

Where's the discipline ?

sexual assault committed by police has gone wild in Japan. Where's the discipline ?

Gotta suppress the riot in his pants ;)

basroil: the other day you were talking about word games, now you're trying to say this can be classified as rape based on his authoritative power. look up the word "rape" and let me know how this fits. thanks.

0 ( +1 / -1 )

"Rape is an act of sexual intercourse accomplished with a person not the spouse of the perpetrator, under any of the following circumstances: 7) Where the act is accomplished against the victim's will..."

Still wanna stand by this statement?: "And as he used authoritative power, it can be classified as rape." There was no intercourse...

0 ( +0 / -0 )

Must not have offered enough payment...............

-1 ( +2 / -3 )

Another fine display of professionalism . You would think that they would screen these police officers at a higher level before hiring them. Psychological exam followed by a lie detector test with questions concerning personal beliefs interests . These are standard forms of testing in other parts of the world to lower the risk of putting people in harms way.

Most certainly is.

Could it be solicitation?

Not sure if Japan actually has fixed penalties for that. If he had told the girl he would have to bring her in if she didn't accept, it could be seen as taking a bribe though.

might it qualify for "attempted rape"?

Won't be actual rape as he did nothing, but most certainly attempt. And as he used authoritative power, it can be classified as rape.

the other day you were talking about word games

Clearly you misread as I stated that they WEREN'T using word games. Many bashers like yourself get those misconceptions by not reading the entire post.

now you're trying to say this can be classified as rape based on his authoritative power. look up the word "rape" and let me know how this fits. thanks.

I did answer you, but was silenced despite posting very pertinent information. The english information is limited on the definition and as always, it is vary vague and only can be defined by case law nobody has access to. But look at Japan penal code 176-180 and all thousand or so related court cases.

If you want A definition:

Rape is an act of sexual intercourse accomplished with a person not the spouse of the perpetrator, under any of the following circumstances:

7) Where the act is accomplished against the victim's will by threatening to use the authority of a public official to incarcerate, arrest, or deport the victim or another, and the victim has a reasonable belief that the perpetrator is a public official. As used in this paragraph, "public official" means a person employed by a governmental agency who has the authority, as part of that position, to incarcerate, arrest, or deport another. The perpetrator does not actually have to be a public official.

Of course, if you had just tried to look it up yourself, it would have been faster.

So yes, this person could probably be changed with attempted rape.
