Child porn cases on the rise, NPA says

A nationwide police investigation has uncovered the highest ever number of cases of the ownership and sale of child pornography, the National Police Agency said Friday.

According to the NPA, there was an 8.4% increase in the number of cases discovered in 2011, bringing the number to 1,455. Police believe that the prevalence of online file sharing services has contributed to the increase, Fuji TV reported.

The NPA said that 883 web forums and pornography DVD online stores were also found to have made child porn videos available online. In around 40% of those cases, file sharing software had been used, Fuji quoted an NPA spokesman as saying

The NPA spokesperson said that law enforcement authorities have been working with service providers since April of last year to begin blocking the viewing of online videos in an attempt to clamp down on the trend. However, the move has not yet affected file sharing software, the spokesperson added.

Police believe use of file sharing software has increased over 600% since 2009.

I'm for (almost) anything that can stop this predation of children. But I have to agree with deepstar6 here, the way the article is written and in the light of the international efforts to stop file sharing lately makes me wary authorities may have an ulterior motive here.

I hope that we are wrong and that this merely means is that police are focusing investigative efforts where they have the best chance of tracing down the source.

So you are saying that you can not tell the difference between an adult Japanese/Russian woman and a child?

Of course in any country it might be difficult to tell if someone is 17 and some months or 18 and some months. But that is not something specific for Japan/Russia I think. Maybe next time do a search for "Grannies gone wild" instead of "Girls gone wild" to keep you away from the grey zone?

i don't agree that the problem is increasing. It maybe easier to see now than before especially since it was really considered a crime before. They still aren't look, its just being thrown in their face and looks, they have to do something. How else to you have teachers having sex with students in high school and until recently not be fired. Since in Japan a child is anyone under 20, what does it mean to have 18 year old porn stars? So isn't Child Porn legal in Japan since a 18 year old is considered a child by law?

Well there can be many definitions, and I agree it is difficult. But lets take dear Wikipedia as a starting point.

Biologically, a child (plural: children) is generally a human between the stages of birth and puberty. Some vernacular definitions of a child include the fetus, as being an unborn child.[1]

The legal definition of "child" generally refers to a minor, otherwise known as a person younger than the age of majority.

If we are talking Biological Child, I think almost everyone can be on board with the need to stop their exploitation. (Except the truly creepy).

If we are talking legal definition, then as you say it becomes tricky and an issue of jurisdiction. But, the United Nations Convention on the Rights of the Child defines a child as:

A human being below the age of 18 years unless under the law applicable to the child, majority is attained earlier.

Majority is attained at 20years in Japan I believe, so UN would say then, that legally, a person in Japan is a child until the day that they become 18. If Japan wants to set the legal limit higher, then all the better.

I think a much more difficult question is what constitutes P0 rn, in this case.

The laws regarding child porn are too lenient in Japan. The maximum sentence for production (possession sale ) is five years in prison and or a 5 million yen fine.

Agree too many definitions. Back home the AOC is 14(for all types), we are adults at age 18.

So a 14yr old with a 16yr old is legal. Anything under 13yr is illegal of course, as is a 15yr old with a 19yr old.

So you send a video of a 16 & 17yr old from my country to a country where you are not an adult till 20 and ...... Heck, some countries and places still forbid oral, etc sex and we are talking 1st world countries.

It is a mess at best.

That's what happens when you fail to deal with the problem and simply try to put a bandaid on it. What do you think will happen if a server is blocked? They'll find a way to unblock it or use another server. Easy. Why aren't the police using tracking the owners of the sites down based on IP addresses and arresting them? The problem's only going to get worse as they sit on their hands and avoid doing the inevitable.

I guess this report could be taken two ways. Either child porn is on the increase or the j-flops are actually catching more of them. Yeah, the article states an increase in file sharing, but that only makes it easier for the flops to catch them and doesn't necessarily mean the supply has increased. However, either way, it is a perverted habit that needs to have strict penalties and the law of possessing this stuff needs to be changed. Of course, in Japan, you are allowed to possess such material, but not to share or sell it. How bloody ridiculous is that?

Tha's why I don't put any photos of my kids online, and ask my hubby not to put anything on his FB too. Anything online is accesible to people with proper skills, and some make living on selling childrens photos (illegally obtained) to pervs.

...and most western countries like the US are the biggest buyers of child porn. Supply/demand, chicken/egg, which comes first? I don't mean to be cynical, and I definitely don't support child porn, but it seems almost impossible to eradicate this sick problem. Get rid of the producers, and there will always be more that pop up (not just in Japan). Get rid of the medium, and they'll find other ways to provide or buy child porn. Get rid of the people who buy the stuff...... well that's impossible.

In my opinion, there seems to be two different thought processes (on this forum) about what is child pornography. Some are trying to figure out how it's possible to figure out if a borderline female is underage or not. I'm sure that there are plenty of 17-20 year old girls that could easily pass as women and many over 21 year old women that could pass as teenagers. Well, unless you can identify the females, it's pretty difficult if not impossible. Morality aside, I don't think that is the target group in question here and I doubt the NPA is spending a lot of effort in the distribution of this type of pornography. (They may, however, be spending their efforts to stop the production...but that is just speculation)

I believe that the child pornography in question are young girls who are pre-pubescent or obviously not of age yet.

my question what is consider to be "child porn", a soldier was arrested in Afghanistan for a picture of his sister "showing too much cheek". Current culture is creating a "witch hunt", just say the magic words and throw away all due process and rules of evidence. Happened in Oklahoma where police said they saw "child porn" on a teachers cell phone, arrested her and deleted the pictures. She is being held ob a million dollar bond on the word of 2 police. The "land of the free" is fast becoming "the land of the fee".

It doesn't matter be child or adult pornigraphy. This has been in Japan for many years. You can even rent porno movies at any Video rental shops. In some hotels, you can view porno movies for a fee. Do you remember putting 100 yen in a TV box and you can watch porno movies. I don't know if this is standard in Japan or part of their culture. I remember posting some Japanese Co. and URL sites here selling porno movies online. I am sure no one bothered to check it up. Dpn't blame the sharing softwares NPA. Get the source. Can't the government make a law about the control of this pornographic materials? Hey, Mr. PM, am calling you to solve this escalating problems. Unfortunately the way media portrays young girls (and boys too I guess) as cute and little objects via manga, music, tv, etc is simply just wrong. That in turn, influences how children dress and act. One thing many gaijin are surprised to see here is how little (young) children are covered up or how mature they dress. Some of the stuff they wear resembles what young adults would wear to a night club. I agree with what some have said... stop it at the source. The more people that fantasize about children through watching it the more likely they will take the next step and abuse, harass or rape a young innocent child. And yeah, harsher penalties across the board for serious crimes. Wake up Japan, its been said time and time again.

@Daniel Are you talking about the girls in the magazines or the ACTUAL girls in the shops? In Don-Quixote, which is a discount shop, there's a section that is for adults only that is stocked with goods for men and women. It's right next to the toy section.

Anyway, I noticed a bunch of girls giggling behind the 18 Warning mark on the curtain. They look just like the girls on the products and magazines. There were more girls in that section than men. It's women that drive that industry and keep it going. It will be hard to stop it until women themselves change what they want to do for a living.
