It's kind of amazing that even with that inside information, they weren't able to win the contract. They should have known exactly how much to bid to be the most competitive.

Two time losers.  couldn't win the contract and then got caught receiving privileged info.  no wonder this country is going to the dogs - even the old bribery and corruption skills are dying out.

This happens everywhere with most proyects worldwide.I’ve been to proyects in many countries and that happens alot. Because of that proyects become cheaper because the person with the leak always bids lower than the lowest bidder

if that was the case. the person with the "leak" would fail to make a bid

I mean. The procurement office gets all the quotes and someone from that office steals the lowest priced quote and gives it to another company that will offer a lower price than everybody else. In the end the project becomes cheaper but its a scam for the companies that lost the contract
