Also, even if the Kawai are banned for running for 5 years for the same district, you can bet that they will win the election by a landslide in 5 years time when they are allowed to run again. Japanese voters are extremely loyal to their local politicians.

15,000 yen per day for campaign staff is not very much money - at least for technical specialties like the graphics designers, advertisement creators, strategy consultants and pollsters. I can see why they might have slipped their staff members a little extra compensation. I expect this is more common than we know, and they only came under scrutiny because of the vote-buying allegations against Mr. and Mrs. Kawai.
