Police said Wednesday that a 21-year-old police officer has been arrested for allegedly sexually assaulting two junior high school girls in Nagoya.
According to police, the suspect, who has been identified as Kyohei Morisaki, illegally entered a residence at around 12:15 a.m. on Nov 28. Once inside, he is alleged to have indecently assaulted a 13-year-old girl in her room, Sankei Shimbun reported.
Police allege that 15 minutes later, he sexually assaulted a 14-year-old girl at the entrance to her home.
Morisaki has reportedly confessed to the crimes, and was quoted as saying that he was frustrated and that he had committed similar offenses in the past, Sankei reported.
A police spokesperson said that Morisaki joined the force in 2008. "This is clearly conduct unbecoming to a police officer and we will be dealing with the offender strictly," the spokesman was quoted as saying.

suspended sentence?
Gurukun
No, he's going to be put in charge of teaching other keystones how to do stupid things without getting caught.
sillygirl
OMG - no psyc test for these guys?
gaijinfo
This guy joined the force when he was 18? What kind of screening do they? What kind of training do they get? No wonder the J-stones are so pathetically incompetent.
Cricky
Again!!! How many Police officers this year have committed crimes? He had done this before, were these crimes not reported or not investigated?
Elbuda Mexicano
Nagoya should be ashamed, or better said, the Nagoya PD, police department, what the hell are they thinking hiring a so called MINOR, here in Japan, 18 is still a MINOR right, and this pervert minor seems like he has some real issues with young girls, junior high school girls that we know of, but maybe this idiot has attacked even younger girls, I hope they throw the book at this freak!
rrrickets
mexicano, have to agree with you on this one, how can they put a minor in a position of authority?
Tamesu San
@ Cricky How many keystones this year have committed crimes? That question is definitely the right question for all arrivals to Japan ... and it correlates to the unknown lower part of the immense iceberg...

cop = suspended sentence, IF it goes to trial
LuckyLangers
Good job J cops being upfront and honest with this. I also believe they will deal with this chap severely.

Got to agree with the others: How can you have a minor working on the police force? For two out of his three years, he wasn't legally allowed into some of the places he would be expected to go as an officer of the law. Has EVERYBODY in Nagoya retired?
CrazyJoe
" and was quoted as saying that he was frustrated" It's not his frustration, it's his idiosyncrasy that led to these acts. By the way, you can take the prefectural police exam if you're between 17 and 30. If you pass, you will get your badge when you turn 18. (minimum age)

This is unbecoming for a police officer?!...This is unbecoming for a human being!
whiskeysour
what a freak
smithinjapan
Ah, the J-police! Hope he's less frustrated if and when he gets fired or demoted.

For the police out there who are doing a good job and have a sense of responsibility to the mantle laid on them, this news story must be a huge blow. Suspended sentence..he needs to be fired and banned from ever working with or near minors. Wherever he resides, the neighbourhood should be made aware a pedophile is in their vicinity. Who knows the devastation he has now incurred in those girls's lives.
The most chilling of all is that he has admitted to other instances. Were they reported? Are there kids out there blaming themselves, living a life of hell because of this creature.

I have 2 questions: (1) He joined the police force in 2008 when he was 18. Why accept police trainees that young? And (2): Is it legal to identify the cop's name when he hasn't even been convicted yet?
nath
Morry.
(1) What is the age-limit before someone can join the police force? (2) That is something that few except a lawyer can answer, but if you are over 20 ...
MaboDofuIsSpicy
Not just becoming a cop when a minor, but a minor with a gun.
Yikes.
Has anyone here found any proof that they hire them as minors?

I asked this in another story and I would like to know why people here keep referring to the J-cops here as "keystones". It just sounds like Japan bashing by a bitter gaijin living in Japan too long.
I'd say let justice run its course and recognize the police force are generally a good bunch to serve the community.
cleo
They accept high-school graduates, who then have to do 10 months' training before they're allowed out for more OJT in the koban.
kaminarioyaji
Police force? "Police farce" is more appropriate...
Tan Sharon
WHAT THE hell! Japan have hooker available for him to relieve frustration. Why have to prey on young innocent girl walking on street.
nishikat
I have almost the same thoughts (Not only in Japan for anyone anywhere in the developed world who has too much frustration). Just take a trip to Thailand for the weekend. Just keep it legal and with people of legal age.

Another week, another deliquent cop story. What is wrong with the constabulary here?
billyshears
No, he's not a politician.
yasukuni
"“This is clearly conduct unbecoming to a police officer and we will be dealing with the offender strictly,”
That probably means that he will be running a koban somewhere in Saitama next week ...
bajhista65
Not again !!!!!.....WTF. I am getting sick and tired of this news about japanese sex maniacs , perverts . crimes etc..etc.. I think there is something wrong with the Japanese society and its environment causing this kind of crimes.
oberst
2 crimes, 15 minutes apart. This is a record breaking event even for the J police.
warnerbro
They need to put him in jail. One of those cells with six blokes in a six mat room. Perhaps he'd gain a little understanding of his victims.

Girl: ill get the door mom! Hello Cop: grabs girl inapropriatly Girl: slaps cop and runs away That's how it happened... I think
oyamaman
They accept high-school graduates,
So basically they accept people who're too thick to get into some type of higher education
who then have to do 10 months' training before they're allowed out for more OJT in the koban.
Ha! Training for what exactly? To sit on their fat ass in the police box ignoring cars that speed thru red lights or to appear for one week in September blowing whistles during Safetee Doraibu Japan Weeku?
cleo
Nice bit of elitism there. There are many reasons not everyone goes on to higher education.
Obviously you have no idea what police training or police work involves.
nishikat
Oyamaman, where do you get your assumptions? There are actually two levels of entry into the police force from what I heard from an ex-private student. What I know generally- The "upper" requires a university degree, then you have the street police ("lower") which goes from at earliest high school. But either way it's very difficult to get in, very competitive and you have to be strong both mentally and physically and a lot don't make it. I know someone - really good guy - who tried his damndest to get in but in the end was really broken hearted that he could not have his dream career.
By the way, you forgot to refer to the police as "keystones". What happened there?
nishikat
Another thing I know is police work 24 hour shifts (7-7). I actually had a couple of morning students who took lessons when their shifts ended. Nice students.
There can be sloppy police work in any country. And there are also nightmare stories like what happened after Hurricane Katrina when some of the cops there killed people execution style. No police force is perfect in any country. Same with the justice systems. FYI I was once called into the police station here because I was a witness to a crime and it was fine. They were very polite. What happened to you oyamaman? Were you framed by them? Do you have a personal story that you want to share with us? Was Ichihashi's victim your sister, or something? But they got him later anyway.
