Cop arrested for filming up woman's skirt in Yokohama

Kanagawa prefectural police said Wednesday that a police sergeant from Sagamihara Station has been arrested for filming up the skirt of a 20-year-old woman at Nakayama subway station in Yokohama.

According to police, the incident occurred on Tuesday night. NTV reported that the suspect, identified as Makoto Amano, 34, used his cell phone to secretly film up the skirt of the woman who was on the escalator at the time. The woman spotted him and called out for help. Station police apprehended Amano, who has admitted to the charge, police said.

So exactly who in this country can I tell my daughters to trust when they get into a situation? Doctors? Not qualified or have secret cameras. Teachers? Same as above and only look out for themselves. Police and politicians? All of the above. Someone high up really needs to start setting curfews.

Hasn't there been an unusually high number of cases regarding cops being busted for sexual harassment? Or is this normal? if so you'd think someone would have thought to insure stricter rules or punishments for this. How are you to support the people you're suppose to trust to catch criminals when they are breaking the laws they're to enforce.

Just wondering out loud here. If a woman wears a skirt so short (which you often see in Japan) that one can easily see her panties when viewed from a lower angle (escalator/stairs), is it illegal to take a photo of this? I'm not talking mirrors on the shoes or hidden camera in a bag stunts. And I'm not condoning the upskirt photo practice, just wondering where the legal line is between being photographed by someone in public without consent (which I do not think is illegal?) versus some pervert going out of their way to get a photo?

In regards to this story, once found guilty (which he has admitted) he should be fired but I'm sure he won't.

Is not enough that Japanese women, in general, are treated as second class. Now you have an enforcement official, whom is to protect and serve citizens, conducting this type of sick mental behaviour. If you can't trust the law, then who can we turn to!? No respect...!!

amazing how so many of these j-cops exhibit so much blatant lack of control of their perverted desires. Or was he thinking of selling the photo to some internet site? Regardless, he should realize his position in society and how damaging this is not only to him, but his colleagues and the whole cop institution. He should be fired. They need to be much tougher in penalties than a citizen.

Incontrol - it is not illegal if you take a photo by mistake (such as somebody sitting on a bench in a park). If you purposely target her underwear, without her consent, then yes, it is illegal.

PS:insert standard disclaimer about me not being a professional lawyer, etc, etc. Basically don't do it.

Then wouldn't wearing your skirt so short that the undies could be viewed ALSO be considered a "lewd act"?

This policeman is a severely confused adult who cannot control his passion and committed a crime. He is a sex offender that has a psycho-sexual disorder and needs professional help. If I ever catch a guy upskirting me, he would instantly become fair game for me, shoes in his crotch.
