Doctor arrested for kissing teenage girl during medical examination

Police in Tokyo have arrested a 60-year-old doctor on suspicion of indecent assault after he allegedly kissed a girl in her late teens against her will, during a medical examination.

According to police, Shinji Ishii, a doctor residing in Toshima Ward, has denied the allegations as “complete and utter lies,” Fuji TV reported. The alleged incident occurred at around 1 p.m. on Jan 9 at Iogi Clinic in Suginami Ward.

The girl was at the clinic to receive a medical certificate verifying she had influenza. Police said Ishii is accused of holding the girl’s face with both hands and forcibly kissing her after placing a stethoscope on her chest.

After the incident, the girl immediately went to a police box to report what happened.

Remember, this guy is innocent until proven guilty. This means that if he pays the girl to have the charges dropped, he is innocent because he will not stand trial and thusly cannot be found guilty.

Easy to verify this one - just ask the nurse who was present, as they would always be with a sly old man.

That may well be best practice or even required, but that does not mean it always occurs.

Remember, this guy is innocent until proven guilty.

You forget where you are talking about. And while a nurse is typically present, there is no requirement for it, although it is common practice.

Payment will be made. Charges will be dropped. Move Along nothing to see here.

You forget where you are talking about.

No, I was merely commenting on how the justice system is supposed to work.

5 ( +8 / -3 )

Historically, this is why nurses have typically been female and have always accompanied the doctor.

Utterly incorrect. Nurses were historically female due to misogyny preventing them from becoming doctors. The presence of a male nurses is just as effective to prevent this kind of alleged behavior as the presence of a female nurses

60 years old ? behaves like a 16 years old.

-5 ( +5 / -10 )

With that kind of money, he should have looked into compensated dating to satiate his urges

-3 ( +4 / -7 )

It took them almost a year to arrest him. If an investigation that took that long led to an arrest they must have found something.

5 ( +8 / -3 )

Either this is bad reporting or there is no due process.

without any corroborating evidence or witness, nobody should be arrested simply because of he said she said.

2 ( +10 / -8 )

The words "arrested" here imply that he was charged, and yet there is no report of him being actually charged with any crime, just being detained and questioned for suspicion of a crime.

Far too often the articles report that a suspect has been arrested, when in reality they haven't been, they have been taken in for questioning on suspicion of a crime, he will ONLY be formally arrested if he is referred to the public prosecutors for trial.

The public prosecutors will only charge him officially, if they can actually prove the charges or get a signed confession from the man.

More than likely the reason for the extended delay in the case, as there is also no information here on when the young woman actually filed a report, only that she went to the local koban after the incident occurred. Actually filing a report, and the police finding reason to actually investigate the charge took time.

During which time, I am making an educated guess here, that they gave parties involved a chance to work it out, but seeing as how the doctor is denying the allegations, and the young woman has refused to withdraw the charge, they are or have been forced to detain and question the doctor here.

9 ( +9 / -0 )

It takes a year?

"....a medical certificate verifying she had influenza."

Yeah, I'm sure that was really necessary. No wonder Japan's medical system is under strains. People are required to make endless visits and stays at the facilities for the most trivial reasons.

I love this girls bravery as she probably didn’t understand what would soon be coming at her after she marched herself to the police box to report after being abused by a man in power who’s probably done it to countless other young women which will come out after this story goes more public.

But Japans rape laws are a joke. If a women is raped by her dad for years and years apparently that’s ok so. There’s a hella long way to go.

I hope she stays strong and ignores the haters that tell her she’s lying and doing it for attention. LOL.

-1 ( +8 / -9 )

I believe the girl, not the creepy old man.

2 ( +10 / -8 )

Yuck!

2 ( +3 / -1 )

police should investigate his other teenage girl patients (if possible)

if he was lying, then he probably done it before, but not necessarily

Either this is bad reporting or there is no due process.

without any corroborating evidence or witness, nobody should be arrested simply because of he said she said.

By that logic, no investigations will ever begin and no arrests will ever be made in any cases, because every case begins with a complaint.

And people don't get arrested without evidence; therefore, there was evidence.

-6 ( +4 / -10 )

@girl_in_tokyo - And people don't get arrested without evidence; therefore, there was evidence.

You don't understand the Japanese injustice system very well. In this system, you are guilty until you can prove your innocence. The evidence in this case is nothing more than an accusation. Furthermore, these kinds of accusations are usually settled with a bag of cash regardless of guilt. This is what leads me to believe, this is case of extortion, not sexual harassment. She would not be the first Japanese teen to extort money with false accusations and definitely will not be the last.

Good way to catch the flu.

7 ( +8 / -1 )

Why would a medically trained doctor put himself at such a huge risk of catching the flu by kissing this girl who had it?

1 ( +5 / -4 )

Payment will be made. Charges will be dropped. Move Along nothing to see here.

Hmmm, so I guess there is an incentive for a teenager to make this up.

I wonder if there have been previous accusations against this 60-year-old doctor. If not, I am rather suspicious.

0 ( +1 / -1 )

And people don't get arrested without evidence; therefore, there was evidence.

So what is the evidence? Maybe he did it. Where's the evidence? Is there evidence? Why wasn't it reported?

0 ( +3 / -3 )

Lots of maybes here.

E.g. Maybe she didn't have flu but needed a certificate in order to get out of something, and the doc wanted a little something in return for breaking the Hippocratic Oath.

Seriously though, yuck, I wonder if he caught flu straight after that.

-1 ( +1 / -2 )

For those of you who clearly have no clue about evidence, the girl's statement and the doctor's statement are both evidence. The police clearly felt the girl had more credibility.

0 ( +2 / -2 )

Maybe the nurse who used to cover for him had quit...

-1 ( +1 / -2 )

And people don't get arrested without evidence; therefore, there was evidence.

Once again, problem with the people who translated the article and repeated it here. For this doctor to be arrested their would have to be an arrest warrant issued by the public prosecutor, however there is not mention of this, as he was detained on suspicion of committing a crime.

The wording here matters greatly, along with the time frame of the events and when he was taken into custody for questioning as well.

Not all complaints made by people result in detention or actual charges being filed. The police, as I noted earlier, give all sides an opportunity to work things out between themselves, and the police can not proceed with most sexual assault cases without the consent of the alleged victim. This appears to be a "she said" "he said he didnt" case with no actual physical evidence nor witnesses, so the police have little to go on. But in todays world here, an accusation is often more than enough to convict.

You havent followed much about Japan if you think that people can't get convicted without evidence here. Cops hammer people into making confessions and if they can't get a confession, there are cases where people suspected of murder, have gotten off, because they kept their mouths shut and the cops could get evidence.

If the doctor has kept proclaiming his innocence and the young woman in question here refuses to take back the charges, the police have to continue with the case

8 ( +8 / -0 )

Also if she had the flu why on earth would any sensible doctor try to kiss her?

-1 ( +4 / -5 )

Another Oyaji with a lolicon, and yet nobody should underestimate the overwhelming power of female beauty and youth that can suddenly snap the self-control of an aging male (with issues).

-2 ( +2 / -4 )

i wasn,t there, i don,t know. but . . . . . . it tends to be a little suspicious indeed . . . especially considering how many Japanese girls and women ( are big liars and ) like to take advantage of the fact that many Japanese males are perverts and weak. goes both ways . . . Japanese women are not supposed to be the victims every single time. but again, i wasn,t there. just pointing out that we don,t always need to immediately crucify the male (in cases like this - ex. only a kiss(?) (and she had the flu)(?). no rape. no solid evidence, no witness, etc...).

-1 ( +2 / -3 )

Do you wanna bet it's not the first time he's done this?

0 ( +4 / -4 )

So did he catch her flu?

-1 ( +0 / -1 )

just to clarify the point i was trying to make in my previous comment . . . whether he,s guilty or not (generally speaking now), we should keep in mind that many Japanese women are liars and their goal is to get money from men. in some cases, it,s almost like a hobby. ( hence the reason why for example men are advised to be careful in the subway and with involuntary touching on women ). so people should be careful with quick judgments in such cases. in this case in particular, the persistence of the girl makes me believe that something wrong might,ve happened, and as the previous comment suggests, yes, maybe it wasn,t the first time.

-3 ( +1 / -4 )

Why would a Doctor try kiss a girl that has influenza that kind of doesnt make sense...think there is a bit more to this story...

yes, it doesn,t make much sense, maybe there,s more to this story . . .

-1 ( +1 / -2 )

Make money? Is anyone saying that, BigYen, or is it you suggesting it?

The mood here on JT seems to be the suspicion of the doctor wanting to pay her to get her to drop the charges, and that is why this has dragged on for nine months before the police decide to arrest him.

0 ( +0 / -0 )

in this case in particular, it looks like (again, we don,t know what exactly happened) (maybe) the doctor did something wrong. on the other hand, i was just stating facts. ( it,s easy to immediately call the man creepy old b-st-rd and pervert (people are too sensitive), and some women get advantage of that and sometimes the male is the real victim ). just saying that people need to be careful with quick judgements. (in my comments, i didn,t attack anyone, not the doctor, not the girl, anyone)

-1 ( +2 / -3 )

and some women want to get advantage of that **

-2 ( +0 / -2 )

and some women want to take advantage of that * (sorry, i,ve a little ocd). again, we don,t really know what happened, so we just have to trust in the police and hope they can do a good job

-1 ( +1 / -2 )

It's CPR

-1 ( +0 / -1 )

yeah kind of creepy but back in the day this happened allot, even in the US. Since she is a minor, the police are taking this seriously

Still, unless there is vid footage or colab witness, its just one against the other

-1 ( +0 / -1 )

For those of you who clearly have no clue about evidence, the girl's statement and the doctor's statement are both evidence. The police clearly felt the girl had more credibility.

Contradictory testimony usually cancels each other out. There has to be objective evidence.

In some cases, victim blaming is almost a hobby for some.

Maybe. Who knows. I don't see much of it happening here. In any case, the girl needs to prove her allegations.

-1 ( +1 / -2 )

@Toasted Heretic i,m really sorry for the breaking news: people lie. and just when i was thinking i was careful enough to point out that i was not blaming (or defending) anyone. i,ll counter with this: in some cases, accusing someone of victim blaming is almost a hobby for some. as for me, depending on the case, i,ll always wait for some real proof before i crucify someone. regarding this particular case, as for the doctor, IF he really did something wrong, lock him up and take away his license (if something happened, it wasn,t the first time).

Suggesting that women tend to lie and exaggerate about sexual harassment and assault flies in the face of statistical analysis, police reports, and crime databases on the subject, not to mention all the personal experiences and anecdotes ever recounted by women.

Every woman will, at some point in her life, be subject to some type of sexual harassment or assault. This takes various forms, including unwanted touching, forced kissing, sexual suggestions, groping, staring, rude noises, catcalling, and rape.

To suggest that women report assault as a "hobby" is more than just ridiculous - it's misogynistic.

And yes, in suggesting women lie or exaggerate, you are attacking this girl.

-3 ( +0 / -3 )

And yes, in suggesting women lie or exaggerate, you are attacking this girl.

And what do you say when in fact they have lied? Do you give women a pass because they are women like you and they should be "trusted" blindly to tell the truth?

There is no evidence either way in the story here, just accusations, and yet you are willing to crucify the doctor based upon the young woman"s accusations.

Hmmm.....

Hmmm.... (part two) Over generalizations on your part here. While many may, it does not mean all will.

There seems to be no middle ground with you, all men, according to your posts, are guilty as accused, even when the "women" involved lie!

It is never a wise thing to speak in generalities when it comes to actions like this. Giving the young woman the benefit of the doubt based purely upon her sex is dangerous to say the least.

How did you go from me saying, "You should not suggest that woman lie about sexual assault" to "You must think since they are women like you they should be trusted blindly"?

There is no evidence either way in the story here, just accusations, and yet you are willing to crucify the doctor based upon the young woman"s accusations.

I did not make even a single comment about the doctor's guilt or innocence.

Hmmm.... (part two) Over generalizations on your part here. While many may, it does not mean all will.

It IS all women. Every single woman will at some point in her life have some type of uncomfortable experience at being objectified, sexualized, harassed, or assaulted by a man in some way. It's a commonality of the female experience.

There seems to be no middle ground with you, all men, according to your posts, are guilty as accused, even when the "women" involved lie!

Um, wut? No middle ground? You are the one who went from "you should not suggest that women lie" all the way to "since they are women like you and should be trusted blindly."

I'd say the middle ground is to take accusations seriously, then to investigate and verify. Is that not the reasonable, logical response, and is that not exactly what the police are doing in this case?

Yet the consensus here by some of the men right out of the gate is to vociferously state with certainty that she is lying, should not be believed, and the doctor is being unfairly accused.

How exactly is it that you can accuse a teengage victim of sexual assault of lying with such conviction and fervor, then turn around and suggest that the people who are merely saying that accusations should be taken seriously and verified are the ones being unreasonable?

IGiving the young woman the benefit of the doubt based purely upon her sex is dangerous to say the least.

You think that the police should not give the benefit of the doubt to people who report crimes? Why not?

Every human will be the target of an uncomfortable experience like that by another human. Its part of the human experience. I am and had a few from both genders. And I have accidentally dished them out. But I choose not to dwell on them. People make mistakes and if you cannot overlook mistakes in showing affection then well you life is pretty well screwed in the affection department cause mistakes are going to happen. I think its important to remember this was an alleged kiss, not an alleged rape, key word here being "alleged".

You are referring to “uncomfortable” “accidental” “mistakes in showing affection.”

I’m referring to deliberate acts of harassment and sexual assault aiming to show sexual domination and physical control.

A doctor kissing his teen patient, for example, cannot possibility be anything other than sexual predation.

I think its important to remember this was an alleged kiss, not an alleged rape, key word here being "alleged".

Again, you’re approaching this from a place of automatic doubt instead of stating that the accusation should be taken seriously. You then went on to try to minimise it as “a kiss, not rape.” That attitude demonstrates a clear bias.

Further, it’s significant that this type of comment where multiple people attempt to sow doubt on a victim statement is prevalent only when the incident concerns sexual harassment or sexual assault of women.

If if this were a robbery, no one would be saying “maybe he’s lying to get money” or “we know men lie about being robbed” or “alleged robbery”.

In fact, those two statements read as quite ridiculous, don’t they. Yet we keep seeing ones just like them when the topic is sexual violence towards women. Why is that?
