On Oct 4, a 43-year-old brothel manager named Yuka Fujisawa was arrested by Kyoto prefectural police for “practicing medicine without a license.” And, before you ask, no, she wasn’t wearing a sexy nurse uniform and giving customers “physicals.” The dominatrix was sticking needles in gentlemen’s genitals for money.
To be clear, Fujisawa’s “needle play” was performed on consenting adults, so her arrest is purely for the act of drawing blood without a medical license. This is the same law that was used to arrest a body piercer in 2006 after a client complained when their bleeding wouldn’t stop following a procedure.
This isn’t Fujisawa’s first arrest, as she was also taken into custody on allegations of drawing blood and applying sutures to three men’s genitals in a hotel in Osaka between June and September. This previous arrest occurred after photos of the needle play were posted on her blog, and she was charged with displaying “obscenity” via electronic media. As the photos provided evidence of her illegal activities, the police searched her house, where scalpels, needles, and surgical books were also found.
Though both of Fujisawa’s arrests have been recent, the dominatrix has been offering her poking services for about eight years, according to the police report. Apparently, she started offering the service at a client’s request all those years ago and, finding that she didn’t mind seeing blood, decided the profession suited her.

Don't hold your breath. I'm not the one making Japanese laws, ear piercing in ear ring shops is not allowed in this country, nor are cosmetic injections by beauticians, you are supposed to go to hospital for everything that causes a hole or cut in your skin.

I suppose consenting adults can do what they like to one another and it's none of my business. However, once we had a student who was self-harming and in that case he needed treatment for mental illness. I would argue that anyone who enjoys harming themselves or being harmed by others is also mentally ill and needs medical help.

In the US it is still a different story and the US department of health has something to say about piercing/cutting anyones skin without sticking to acceptable procedures for aseptic techniques that the department of health has to make sure is being followed. These measures are in place for both the client and the proprietor so nobody will get sick off the other.

Once again proper aseptic technique requires that 1. the environment is sterile. 2. both the client and the proprietor must take measures to avoid the chances of infections of any kind from spreading around. Believe it or not all it takes is a small cut or bruise someone doesn't notice on themselves and then contact with another person's bodily fluids in the right place to share a disease or infection.
I know this article does not take place in a hospital but even worse it takes place in a business with multiple clientel going in and out that do not have to take anything more than a condom. Not even an STD check is required...

And with needles, its not the blood being let that is the problem. Its the blood being injected into another person that is the problem. Is there so much concern about feces? Cause you could run a scat service, but if anyone got injected with it it could be deadly. Ingestation could lead to hepatitis.

@exexpat, well it is considered enough of a biohazard in my work environment where should a spill/cut/piercing happen we have to use bleach 1/10 water to clean up any of it from another person. Its enough of an issue that tattoo parlors and piercing shops have to be verified and licensed to assure that they use sterile instruments before piercing anyone's skin.
I don't know what laws you've been working under depending on what country you live in now. But I've been taught that in the US direct contact with blood from another person is considered a potential biohazard.

@Cos--Two wrongs still don't make a right. If legality is a reason for patients not to seek medical attention, then it should be legalized. A hell of a lot more could go wrong with BDSM than what you describe what with gags, whips, chains, straps, etc.

Depends what you call a risk. I've tested for you in my silly teens, I was doing our ear piercings... at school. That was clean as that's single use, so no HIV nor hepatitis scare. But for any piercing or cutting, you can get inflammation, continuing bleeding... But that's easily arranged if you get medical care immediately. People are not shy about showing their ears. Because she is illegal, her "patients" could wait too long to go to a hospital in case their "parts" don't heal normally.

That's an assumption that many people make, but is in fact, false. I've worked in clinical environments in both hospital and research settings. I was also a clinical safety trainer for 4 years. Blood is NOT considered a major biohazard, as it's a very inefficient vector for disease.

Nobody here seems to understand the implications of drawing and handling blood in the slightest. In all medical facilities blood whether spilled, dripping, etc HAS to be in a sterilized environment. Why you ask? Think blood born diseases. Think unsanitary conditions. AIDs and HIV ring a bell? And that is just a few of the major diseases that can be taken by getting someone elses blood on you and seeping into the pores of your skin. Even police officers (in my country) always wear latex/venyl gloves when handling a suspect that is bleeding.
Blood should always be considered a bio-hazard until proven safe and non-infectious to others.
