A man has been arrested for driving in the Electronic Toll Collection (ETC) express lane without paying. Police said Wednesday that the suspect, who has been identified as 45-year-old Takashi Oshima, has admitted forcing his way through the ETC barrier on over 1,000 occasions.
Police said that Oshima appeared on CCTV recordings numerous times since 2009. On one occasion, he drove close behind the car in front and followed it through the barrier before it closed. On other occasions, he would lean out of the driver's side window and raise the barrier by hand. Police said Oshima has been filmed forcing his way through ETC barriers on 1,129 occasions.
Oshima was quoted by police as saying, "I never had any money on me."

They should put all of his breakthrough attemps on DVD. I would watch it. And did someone actually count all 1129 attemps? Give me a break.

This is one of the things that makes Japan a free country, the fact that authorities just let some things completely slide, at least until the 1000th time.

Many were shown on TV lots of broken bars, they also showed how they identify Drivers that tail-gated through the gates to to avoid paying.
Lots of cameras on those gates so, yes, they did count them as each is an offence and will be followed up.

This reminds me of a time I was exiting a parking lot once, and I noticed a car with some young women in it. As I was paying my fare, they had pulled up directly behing me almost to my bumper. As soon as the bar raised and I left, they followed closely behind me and got out before the bar came down again. As a result, i now ease out slowly when I leave parking lots. If I have to pay, so should those who try to freeload.

Nope. Doesn't compute. If you have a car in Japan, you have to have it registered with your address, parking space, license details etc. So any vehicle that goes through a payment barrier must be recorded, and the owner/insurer of that vehicle must be identifiable. OK, maybe this guy took unlicensed vehicles through the barrier a few times; but over a thousand? Unless ... there are hundreds of thousands, possibly millions of unlicensed vehicles in Japan, which, if you think about it, would be quite scary.
