Police in Tokyo have arrested a 46-year-old elementary school teacher on suspicion of filming young girls getting undressed in a changing room.

According to police, Ken Kagashima, who teaches at a school in Koto Ward, was arrested after 18 videos and photos of young girls undressing were found on his smartphone, Fuji TV reported. Police said some of the images were taken as far back as 2018.

Katashima was arrested on Jan 17 after police started an investigation last November following a request from the school principal. The principal had received a complaint from a student that Kagashima had touched her inappropriately.

Police said Katashima has refused to speak until he sees a lawyer.

Japan really needs to start vetting its teachers, police officers etc. better. These are the people we entrust the safety and education of our society and kids with so you'd think there'd be a more stringent recruiting process. This "educator" better be fired for this and banned from teaching for the rest of his life. Oh and jail. A lot of jail time to ensure incidents like this never happen again.

Hes been watching too much American television. The Japanese legal system doesn’t work like that. He may get to speak to a lawyer but he’ll be interrogated without a lawyer present with the goal of forcing a confession.

Give him a couple of years in jail to overcome his fetish with little girls and make sure he is never allowed in a school again.

What kind of assessment can filter out these teachers?

It would be much better to safe guard all activities so any that do manage to get into schools never have the opportunity. Like how does a male or any teacher get to film in a changing room in the first place. Why have they got personal phones on them whilst working.

In my experience the children are rarely alone with one teacher and that is a good thing. If a school is allowing that then it is a system failure that can easily be changed.

I have been hearing a lot about these perverts in the educational institutions in Japan. I believe these are the ones that get caught, and there are many more predators out there. The principal was keen and took quick action by informing the authorities.

A sex offenders register will identify those who have already offended and keep them away from those they prey on. The failure of authorities to understand the most basic facts about sex offenders is allowing them easy and constant access to potential victims. Predators will do anything to be near their prey - they become teachers, doctors, priests etc. They target single women with young children, they volunteer for Scouts, sports clubs etc. These people need to be vetted, always.

Under the Japanese CCP, a person has the right to silence with or without a lawyer. Police and prosecutors have abused this right over the years, so I think that he is very wise to remain silent until a lawyer is present. I think that despite the seriousness of these allegations, the fact that he can be held for 23 days without a charge, is utterly disgraceful in what is supposedly an advanced democracy.

The failure of authorities to understand the most basic facts about sex offenders is allowing them easy and constant access to potential victims. Predators will do anything to be near their prey - they become teachers, doctors, priests etc. They target single women with young children, they volunteer for Scouts, sports clubs etc. These people need to be vetted, always.

Day care centers, babysitting too. Some woman in my hometown raped a girl she was babysitting, recorded it on her smartphone and sent the footage to her BF's email. She is now serving 15 years in prison and is labeled a sex offender for life.

It isnt about money alone, actually that's a small part of it. Hence my comment about not "knowing" much about Japan.

Privacy laws, inter agency cooperation, control, laws, cultural aspects, a whole load of other things, and not to mention that it is not an issue with the public.

There is a hell of a lot more too! When you get to understanding the culture, people, laws, traditions, lifestyle, and the rest. You'll begin to understand why a national registry is not going to happen.
