Hopefully this will lead to closer scrutinization of these puppy mill breeders, part of a disgusting industry known for their inhumane treatment of dogs that often result in sick, malnourished, and behaviorally challenged puppies.
If possible I would encourage anyone looking to add a four-legged friend to their family to adopt from a rescue organization, or at the very least a breeder that prioritizes the welfare of the animals they care for.
As for the unethical scumbag in the story, hopefully a harsh sentence is coming his way, however doubtful that may be.

Don't buy, adopt, and throw the book at breeders who don't treat the animals with the decency they deserve.

Takashi Ogawa's dogs must all be taken away from him and placed in established kennels with good veterinary care for the dogs and dog-loving owners found for them. Ogawa must be imprisoned and banned from breeding dogs or, owning one when released.

This is a prime example of a "greeder" not a breeder! Idiots like this give a bad name to the licensed one's here in Japan, that would NEVER keep their dogs in the conditions that these idiots do.
(I use the word "idiots", because what I want to write would be censored!)
Another problem is the people and businesses that purchase these animals from these unlicensed idiots.
Far too many pets stores and DIY places that sell animals, in Japan do not provide breeder information upon request, and are in fact selling "greeder" bred animals.

If you are thinking about getting a pet, PLEASE go to an Animal Shelter first and SAVE a PET , there are many love giving pets that are waiting on you and in need of rescue . 9 years ago I got mine from the shelter and he is wonderful.

Make a surprise inspection to the breeders and you will have real headline with dozens of arrests for this reason.

This is for "popular" breeds, and typically for licensed breeders. Guys like this are not getting anywhere near this amount, but the resale shops are, and they are the one's making a crap-load of cash!
Okinawa used to the the worst place in Japan for having dogs euthanized yearly, and thanks to numerous volunteer groups, they have adopted/fostered the dogs that were taken to the center and now, less than a literal handful are euthanized at all. The one's that are, are done for humanitarian reasons only.
One large pet store here, stopped selling "greeder" dogs and has been promoting adoption over "pure" bred.

About 6 years I was driving on a country road and a man had a dog in the back of his K truck held with a filthy rope around the neck I believe it was Akita , the dog looked really bad, dirty and looks like he hasn't eaten for a while , as I got closer to the truck I noticed there was blood on his arms and legs and his hair was falling off, that was it for me I felt I have to do something so I drove next to the truck and asked him if we could talk and he agreed. we stopped and talked and he explained to me that the dog was too old and Sick and he was taking him to the vet. I thanked him for stopping explaining then I saw food and a water bucket in the back of the truck and I felt much better, but the dog looked really bad I wish I could have done more.

If you only get your information from pages like this, it is easy to see why you think there are exceptions but I will guarantee you that what you think is the "exception" is actually the rule, compared to what you think here:
THESE are the exceptions! The overwhelming majority of pet owners in Japan, take great care of their animals, and do neither of these above here!

Adopt and rescue. Don't buy. Japan needs better animal rights rules and regulations so this type of nonsense gets nipped in the bud.

My two cats are both rescue cats. They were so small and sick and dirty and ugly but they grew up very obedient and calm. Also, one turned out to be a half Siberian, another half Norwegian which came as quite a surprise. Now i have two fluffy heaters in winter and for free!

There should be a limit on number of dogs bred, like 10 and no more.

In addition to the municipal shelters, there are many small rescue groups that post available animals on the Pet Home website.

The dog business in Japan is disgusting. Those cute little puppies you see in the pet shop don't get marked down in price if they don't sell.
They get gassed. I don't remember the actual number but it's thousands.

It's terrible how so many dogs are treated so badly here..... people must be much more compassionate towards animals, and treat them with dignity and respect.
And as for the neighbours, in China they eat 10 million dogs and 4 million cats each and every year - deeply uncivilised country.

I’m looking for another dog. Average price is ¥350000-¥600000 depending on breed. If he can sell 150 puppies, in one period, with more being born, the guy must be totally loaded.
be careful where you buy your pets. I know a few people who got theirs from animal shelters.

No, not gassed, not from the pet stores, they typically drown them as gassing them costs money. The dogs that get gassed are the one's picked up or taken to kill shelters.

The numbers of animal shelters in Japan are pitifully low compared to other countries such as the US, Canada, the UK, Australia, etc. Yet the number of animal cafes with dubious motivation and care are greatly increasing. That itself tells you a lot about how animals are looked upon and treated and that includes pet owners.

true, I paid ¥500000 for my dog from a licensed breeder after inspecting its location. But most people have “popular” breeds.

(japan has 21 million dogs and 19 million children 14 years or under BTW)

Spot on D. Brent. Although there are exceptions, it seems pet ownership here tends to fall at either extreme - evidenced by the weathered dogs pacing back and forth in a 2 x 4 cage, kept solely to rouse the red-faced old fart owner out of his sake-induced stupor... or the over-coddled genetically-modified bean dog hyperventilating in its jacket, hat and shoes, because "kawaii."

Shocking in Japan.
I pass by a couple dogs every day on my drive to work; they are always tied up, outside in all weathers, have scratched the earth bare as far as they can move out of frustration. Absolutely disgusting. No Japanese person bats an eye.
