Phoning the police 15 minutes later and voluntarily returning to the scene? I'm not sure if that qualifies as "hit and run." In central Tokyo traffic, you often need to go around a couple of blocks to find somewhere you can stop without causing a jam.

I've seen and read about celebrities getting away with crimes far to many times to know the outcome.

Absolutely is hit and run, though coming back 15 minutes later is better than waiting or day or trying to hide out. Leaving the scene of an accident is hit and run.
When a person has been injured, that's more important than not causing a traffic jam. Simple priorities. I thought that was a pretty poor excuse, but I appreciate she only had 15 minutes to come up with it, was probably panicked and apparently not all that smart.

She panicked, probably called someone who talked some sense into her and returned to the scene. After being under the grasps of the talent agencies so young, no wonder she’s gone a bit off the rails and wild. Luckily for her no one died. Morning museme indeed.
Live and learn, nice wake up call for her to get her act together. Watch the jackals now however have a feeding frenzy.

She lacked the ability to judge what was more important; the single person hit by her car to receive immediate medical attention versus not causing the cars behind her in traffic to wait if she were to stop immediately.
For her it was the latter probably because it would cause a big scene and bring trouble meiwaku for more people. Some people squirm at the thought of negative attention.
The decision to stop and pull over must be made at that moment. There is no room for panic. Any hesitancy of what to do “yabai dou shiyou” results in being carried away by the flow of traffic and unfortunately a classification of hit and run.

Reportedly she had an alcohol level of 4 times the limit. And that is after however long it took her to get back to the scene. You think we should just pat her on the butt and let her get back to driving and possibly killing someone next time? She needs to go to jail, plain and simple.
A lot of people checked her blog after the accident and saw she was saying her cute her child is just a couple days ago. I wonder how she takes care of the child being out all night...

I think she probably was still drunk from a wild time the night before. There are times I have been still drunk (or at least not sober enough to drive) at 10am, despite not having a drink since 2am. It seems morning drunkedness has been the cause for multiple accidents we read about here on JT.

Thankfully nobody died, money will be paid and the charges will be dropped, as one of the other posters said. But I sincerely hope I don't accidentally run across her fake crying apology in the news later on cuz I'll probably throw something at the TV set
