Please note: It is only the high profile people, cops, execs, etc. that make the headlines for upskirting. It goes on a lot more often than just the two or three reports a month. I caught a guy upskirting on an escalator at a train station in Chiba two years ago and when the cops eventually came it was me that was grilled and detained for three hours while the flops decided if I was to be charged with assault for holding this loser while the train guards came. They even checked my phone for images. I sh!t you not! And, I still don't know if the upskirter was even charged. I have seen upskirters in action at train stations twice since that incident, but have just ignored it.
