Saitama prefectural police have arrested a former prefectural assembly member for allegedly violating the anti-stalking law after he sent threatening emails to an ex-girlfriend.
According to police, in August 2018, Masatoshi Ito, 37, forced his way into the woman's home, Sankei Shimbun reported. Although the case was sent to the public prosecutor's office, the charges against Ito were dropped in April this year.
However, from September to mid-November, Ito phoned the woman, who is in her 40s, about 40 times and sent seven text messages with comments such as "I won't forgive you.”
Police said Ito has partially denied the allegations and quoted him as saying “While I did send the text messages, I did not call her."
Ito was first elected in 2011 as a prefectural assembly member and resigned from his position last November.

Not blaming the victim here, but if she was getting calls and messages repeatedly, why didn't she just block his number? If she wasn't responding to any of his messages, this definitely seems like a case of harassment or stalking. However, phrases like "I won't forgive you," don't sound very threatening.
