This government official must have crossed the wrong person to actually be arrested. The Japanese government usually does its best to protect their own.

Normally the president of the university plays no part in the entrance examinations. For example, at my university there is an entrance examination committee made up of faculty members who are responsible for setting and marking the exam questions. In order to fiddle the results many people would have to be involved. If the university president were to insist that Baka kun gets extra marks I'm sure the word would soon be out. That's probably what happened in this case.
