Gunma prefectural police have arrested a 28-year-old female high school teacher and her 29-year-old ex-boyfriend on suspicion of violating the child prostitution and pornography law after they took voyeuristic images of girls in the changing room at a hot springs facility in 2016.
Police said Shizuka Hamasaki, employed at a Kumamoto prefectural high school, and Kodai Hirata, an unemployed resident of Kumamoto City, are accused of unlawful entry and voyeuristically filming female minors at a hot spring in Kumamoto Prefecture, Sankei Shimbun reported. Gunma prefectural police previously arrested Hirata in January for uploading child pornography to an adult website.
According to police reports, Hamasaki said she was coerced by her ex-boyfriend to film the girls. Additional child porn images taken at multiple hot spring facilities in Kumamoto Prefecture were discovered on Hirata’s USB memory stick.
The arrest warrant was issued for an incident on Aug 13, 2016. Hamasaki used her cell phone camera to secretly take images in the female dressing room of a hot spring facility in Amakusa City.

If you search on the Internet, I am sure thousands if not way more could find themselves in intimate situation.
I doubt there is any protection about that but surely you are at risk in open areas.

I've had cleaning ladies come in the changeroom at the gym, or the bathroom at the station. They have always called out first in my experience.

I don't think that's classed as voyeurism. I remember being asked to get my daughter from the ballet school changing rooms when she was about five. (I was called out before I entered, but no one seemed to care.)
Filming secretly is a different matter, I think.

It's a mix of factors. She was no doubt coerced or pressured to a certain extent, but as important is that Japanese just don't get that instinctive "ick" that Caucasians tend to get when it comes to sex and children. They do feel something, but the "children" part is more an aggravating factor for some base offense rather than the "children" part being the core element.
In this case, the crime is voyeurism, for which there is no actual harm and any endangerment is abstract. A prison sentence (concrete harm) simply feels quite disproportionate a trade. The woman was thus no doubt in no hurry to trash her relationship or get someone imprisoned over this "minor" issue.

I see that she was arrested after the fact of him being a boyfriend, perhaps she should have drop him like a rock earlier in the beginning stages of their relationship soon as she realized he is a pedo-looser? Unless of course she was one all-along and felt she met her pedo-match?
