There is absolutely nothing wrong with saying that foreigners are being predominantly targeted for this scam, they are not the criminals here but the victims so the report It could lead to authorities focusing some resources into preventing this kind of problem by, for example, making sure that companies like the medical consulting firm mentioned do not introduce their clients to clinics that provide illegal treatments.

Still no hints as to where the cord blood was originally obtained. I hope that hospitals aren't conducting a shady side-business selling the cord blood from unsuspecting mothers, but I can't help but be a little suspicious. I wish the journalists would do more digging into this instead of focusing on the more sensationalist headline of the number of foreigners being treated.

Because foreigners account for about 2% of the population, you think maybe they were targeting a certain segment of the market? Yeah, so why the focus on foreigners? Your call. I am guessing they thought minimal recourse due to distance and language barriers.
