Ex-Tokyo ward office worker arrested for stealing personal info of woman

Police in Tokyo said Wednesday they have re-arrested a former part-time employee of the Nakano Ward office on suspicion of breaking and entering, as well as violating a privacy protection ordinance.

According to police, Kenichiro Takahashi, 29, who had already been arrested for indecent assault against five women, was re-arrested for stealing the personal information of another woman from the resident registry system at the Nakano Ward office, Fuji TV reported. Police said he is refusing to discuss his actions.

Takahashi used to work in the section that manages the information of families and residents' registry from October 2014 to March 2016. During this time, he trespassed on the balcony of a third-floor apartment where a woman in her 20s lives alone. Police said he allegedly obtained her name, address and birthday from the records at the ward office.

Police said Takahashi took photos of the woman’s underwear, and archived them into his computer along with her stolen personal information. Also found at his apartment were personal details of at least 50 women in their 20s and 30s, who live in Nakano, and more than 100 photos of their underwear.

Takahashi was first arrested last July after he broke into a woman’s apartment and assaulted her. He was subsequently charged in five cases of indecent assault .

This is one of the many reasons I hate providing any organization with information I don't deem as necessary. In Japan, they take it to a whole new level on the amount of information required at times, and with the past data leaks and theft, I'm ever more reluctant to divulge private/personal information.

This creep obviously targeted women who lived alone--I wish he would've broke into the wrong home, and there was a guy like Bobby Orogon or Masahiro Chono waiting on him with a baseball bat.

How did he get out to do this again? Why didn`t he stay arrested in the first place?

Who did he rape? assault could be any kind of contact.

this guy has raped other women too after obtaining the victims' personal records according to the internet. And yes, rape is only 3 years in japan so he will be out in a year if he ever enter one. Guilty plea with suspended sentence is most probable.

Hopefully, when this pervert gets out of his lengthy prison stay, he won't be employed in another position that gives him access to this type of sensitive information.
