Gifu man busted for taking up-skirt photos with miniature cameras

Gifu police said Wednesday they have filed charges against a male lab technician in Gifu City for indecent conduct in May. The 23-year-old man allegedly took photos up the skirts of girls by using miniature cameras disguised as a chewing gum package or lighter.

According to a report on NTV, police confiscated a USB drive with more than 700 up-skirt photos from the suspect's home. The man is believed to have been taking such photos for many years. The suspect was caught on May 19 at around 7 p.m. when he was seen using what looked like a 100-yen disposable lighter to take photos up the skirts of three girls at a library in Gifu City.

Photos of 18 year olds should be a more serious crime. I wonder what he does with these photos? If he sells them, give him 25 years. If he uses them for himself, handcuff his hands behind his back for a month.

700 pictures. He did this hundreds of times in public and finally got caught by someone besides a "victim" apparently. Have the authorties not got anything better to do?

We get flashes of panties all the time on the stairs and the escalator and as girls go by on bicycles. Is this really soooo incredibly different?

At the risk of sounding sexist, if the girl's skirts weren't so short, this guy couldn't get upskirt photos that showed anything because longer skirts make the "target area" too dark for decent photos. I've said before that the school Summer uniforms for girls should go to a pantsuit-style to take a major chunk out of this type of crime, but I understand that some girls roll-up the hem on their uniform to make their skirts even SHORTER! There seems to be a disconnect here.

@chewitup - yes, there IS a difference between getting a flash of panties when the wind blows a schoolgirl's skirt and someone disguising a camera as a lighter in order to take photographs. I won't insult your intelligence by playing along with the pretence that you really think there is no difference here. I wonder about your inverted commas around the word victim. I suppose we could all fantasize that these schoolgirls came on to him in some way, huh?

Unfortunately the availability of inexpensive, high resolution camera has fueled "video voyeurism" by allowing other persons to be photograph in a privacy invasive fashion and used to degrade women. Hence another new phenomena in cyber peeping on the rise, although the maximum penalty in terms of prison and fines are still minimal, how interesting and challenging it is to try and apply peeping tom laws to current technologies so it makes sense. These men need to go and get some behavior therapy to modify their existing pattern of behavior and start functioning in accordance with the norms of society.
