There have been many cases recently of the child welfare agency being locked out of homes where children were being abused. Hopefully, this new legislation will give them more power, but it fails to give them power to forcibly remove children from an environment they consider unsatisfactory. Yeah, if the kid is undernourished and covered in bruises and cigarette burns they can remove them, but there are many other forms of abuse that cannot be addressed. Where I come from, if you leave your kid/s unattended in a car you lose them to family services and have to prove you are a fit parent to get them back. Parents in japan in general seem to be very relaxed about their parenting responsibilities and many are abusive and violent towards their kids. I'm sure that most parents do not know what constitutes child abuse.

Disillusioned: Don't bank on it. They've pussy-footed around these kind of daily occurrences (ignoring the signs, murders) for YEARS, and more lip-service laws aren't going to do anything. In fact, I thought they already had passed legislation a couple of years ago allowing authorities to go with social aid services and check on kids if they suspect anything, but either I was wrong or else it, too, was just more lip-service.

Trust me, they'll walk away from a monster parent WELL before they would insist on checking on the child or reporting it before the kid is dead.

This isn't a child welfare understaffing problem, this is a Japanese psyche problem.

Yeah... Ummm... It's really not. Child abuse is rampant throughout the world. It's a global problem, not a Japanese problem.

Gosh! I can't see her pictures, it's too strong that incident. Please, all parents in the world treat your children well, they are the future... It's not only in Japan it's worldly grief and agony...

My heart aches and feels like it's tearing into thousand pieces whenever I see Yua chan's picture or remember her cries... please, please, please do not turn a blind eye to abuse.

Child abuse is rampant throughout the world. It's a global problem, not a Japanese problem.

This case is certainly a Japanese problem. I would suggest Japan deal with it. No use using the rest of the world to distract the seriousness of this, and more to the point, Japans moral decline.

The neighbor is a must to monitor all children violation and report to the police asap to immediately arrest the parent brusing their kids intentionally and welfare staff can pick up kids to be under their control to ban parent involvement.

If neighbors see or know incident of children violation and ignore to report to the police, they shall be punished in respose to law ignprance to save the kids from brutal circumstance. Unity to help bruised kids from the adults, can tremedously reduce child violation.

In that it happened in Japan, yes it is something for Japan to deal with, just as child abuse in (insert country here) is a problem for (insert country here) to deal with. This case is very sad but what makes me even more upset is knowing that cases like it and worse happen everywhere around the world and will continue to do so.

No use using the rest of the world to distract the seriousness of this, and more to the point, Japans moral decline.

Appalling !! The very reason why marriage should need a licence !!

For all second marriages should be a strict psychological evaluation of the spouse who is not the father or mother of the child involved.
