Japan has a huge deficit of organ transplantation, which means troubles like these are going to keep happening because people want to live even if that means disobeying a law or have the risk of being scammed by people that take advantage of their need.
The same as with blood donation there is an urgent need to inform the population and promote the donation of organs, countless lives are lost without need because people don't think twice before checking the "no donation" box on their insurance cards. The government should be supporting donations much more strongly that would make this kind of problems much less likely to appear.

It's all about educating people. Hell they should offer 10,000 points for promising to be an organ donor, when they sign up for the "My Number" Folks would sign up in a heartbeat!

hahaha! Exactly! Heck, they'd donate their mothers' organs for a quarter of that, if you also gave them a coupon for something. It could be "one organ for a free melon pan. Or THREE organs for THREE melon pan!"

Forget the My Number bureaucratic nightmare. Just give them a tax credit or lower health insurance premiums instead.
