Head patrol officer busted for molesting woman on train

Last month a man was caught red-handed groping a woman on a train in Kyoto, in violation of the region’s laws against causing public disturbances. The man, who was put under immediate arrest, was none other than the head patrol officer of Osaka’s police force. Apparently, this groping incident was far from the first for this once-respected officer, police said.

Admitting his guilt, the patrol officer explained his motive as follows: “After accidentally brushing my hand against a woman’s body, I just couldn’t forget that soft, tender feeling.” He has now confessed to molesting around 30 unsuspecting women since last October.

Following the incident, the officer was to be suspended from duty for one month as a disciplinary measure. That same day, he turned in his resignation. It’s surely no coincidence that on the very same morning prosecutors filed suspect charges against the head officer for the crime of molesting a middle school-aged girl.

According to the charges on file, the young girl was riding on the Kintetsu Kyoto line between Kodo and Okubo when she felt a suspicious touch on the right side of her butt. She snapped a photo of the offender. It is thanks to this evidence that the man was under investigation and surveillance, and sure enough, six days later, he was caught in the act of molesting a female company worker.

I don't understand why guys risk everything just for that "soft, tender feeling", or an up-skirt picture. This fellow in particular has a real problem, but I doubt he'll do any time. If he ever does, the phrase "that soft, tender feeling" will take on a whole new meaning.

@ sillygirl- you forgot to mention it was "with pay" and only gave him more time to perfect his art. The problem is, 1. he's a ranking police officer, and 2. he's probably older, so good luck getting any real justice.

This 38 year old policeman should be subject to disciplinary action (no severance pay) or this will never stop. The Japanese media does name him. In the private sector most companies fire you if you get arrested. They don't want criminals working for them.

Another shining example of how women in Japan are nothing but objects.... he was caught in the region's law against causing a public disturbance. It said nothing about molesting another human.... just "causing a public disturbance". It just so happened that the disturbance was directed at a poor, unsuspecting woman that will have to remember the incident for the rest of her life. I still, very much, like Japan, but I would very much like a Japan more that admitted its problems and addressed them.

Good thinking on the part of the schoolgirl ! Although cellphones can be dangerous if not looking where one is walking, they can be equally "dangerous" for perverts who would prefer not to get caught while indulging in their lurid actions !

I know someone (foreigner) who got thrown into custody for over a week because he was accused of being a chikan. Asked to sign papers to be released (in complex Japanese of course) which was actually a prepared "confession" then held longer because he was now technically "guilty" and finally the woman admitted that the sudden stop of the train could POSSIBLY have caused him to lunge forward with the rest of the people on the train and collide with her. An absolute farce. This guy seems to have been spared this treatment though.

Yeah, Japan's finest at it again! To protect and serve? Yeah, serve themselves! Why hasn't he been charged with molestation of a minor and jailed? In other countries he would go on the sex offenders' list and be publicly shamed and forever labelled. In Japan he got a one month suspension of duties with pay. Seriously? What a nice country to be a sex fiend!

Disillusioned is right in USA. He will be in the sex-offender list after lengthy jail stay. Frequently, local news anchor release their name whenever groping incident occurs until someone else is arrested. And here in USA, groped person might shoot him or attack back by damaging his face or his male organ.

I have a proposal to solve the soft, tender feeling seekers' problems.

After spending long, long seconds thinking about this problem, I finally hit on the following solutions:

Get a prostitute. Spend a little money, but problem solved.

Get a girlfriend. Spend a little time, problem solved.

Get a Sponge BobTM, obviously the fastest most economical solution, although possibly less satisfactory. However, surely a good tide-me-over solution-man for all seasons.

Perhaps it was a training exercise? He might have been checking her for concealed weapons of mass distraction. Or he could be a sad pervert that just can not meet a woman. No jail time because..she asked for it dressing up and getting on public transport. The problem is the media reporting this, he is a high ranking Police officer and as such deserves some respect for his authority. Or maybe just a pathetic pervert who really should be in jail.

When someone who is entrusted with ensuring public safety does something like this, the punishment, which hopefully means jail time, should be even stricter than when a regular civilian does it.

Police officers should be held to a higher standard. Slapping his wrist is a an embarrassment to the criminal justice system. Furthermore, he should never have been given the suspension, he should have just been fired on the spot and charges should've brought up on him. Why are the Japanese police always so eager to show favoritism to their own? Are they really above the law?

Probably let him resign rather than fire him so he could retain his pension. Doesn't Japan have watchdog organisations that can raise the profile of such incidents, challenge the lenient punishments and thus pressure for change?

The system of company discipline is a bit weird and difficult to understand, but it's not cold.

They will have thought of his wife and children first and foremost, (which is probably more than he ever did) and before he has been given a fair trial establishing his innocence or guilt, they will have given him a suspension, yes, but more than that, an opportunity to hand in his resignation. That will look better on his record and may affect his pension less harshly, the pension upon which his family will be forced to subsist. The real and most effective and damaging punishment will come from his wife and probably children.

Where does people's common sense go in these situations? "couldn't forget that soft, tender feeling" SO GET A GIRLFRIEND. It's A. Legal and B. Morally Right. One thing I must say however is compared the sexual assault cases in the United States, Japan is not nearly as violent, which in no means makes it anymore right. Good for the the guy put in his resignation, he doesn't deserve to be a police officer and he knows it, and good on that girl for snapping a photo of him.
