Club manager arrested for hiring high school girls to flash underwear for patrons

The manager of a club in Yokohama that employed high school girls to show their underwear to patrons was arrested on Wednesday, police said. The suspect, 37-year-old Takamitsu Tanno, was charged with violating the labor standards act barring children from potentially dangerous employment.

Police also searched the premises of the club, Yokohama Mambo. According to promotional material written for the club's homepage and other publications, it was dubbed a "high school girl inspection club." Customers were offered a view of the girls' underwear via a "magic mirror."

Police said they searched the same venue on April 25 of this year, as part of an ongoing investigation of the club.

There are at least three things wierd about this... Firstly, that Tanno-san managed to think up this concept. Secondly, that there turned out to be a market for this. Thirdly, that some high school girls were happy to take part.

Last year when I was working at a high school in Yokohoma, I overheard a phone call with a teacher and Hello Work. A female student was trying to get a part time job at a massage parlor. The teacher was doing all that he could to prevent it, but from what I heard, everything was cool with Hello Work and the teacher was unable to stop the student from making such a terrible decision.

I like short skirts when the legs are nice, but I would never flash my panty to anyone. That is weird. Send the guy away.

I hope he was also fired. I mean, clearly the guy's a perv... but what was he thinking??

You can see school girls underwear everyday on the train without even trying to look. What is a “magic mirror” anyway?

The girls have to be inspected somehow!

Fired? It seems like the only reason this club exists. It sounds like he was just thinking about yen yen yen. If there is a potential clientele someone will try to serve the market, bad as it may be.

The only strange thing about this is why he bothered to use real Japanese schoolgirls for his club. They were cheaper? Sadly, nothing else surprising here

this is just so sick and sad on so many levels.

First, this is not a new idea, this kind of establishment has been around for at least 25 years that I know of. Tanno did not come up with this by himself. Second, There is always a market for nerds, dirty old men and misfits to gander up school girls skirts. Third, You gotta be kidding.......This is tame for japanese high school girls. Many of whom engage in much more promiscuous activities to get the cash to buy all the "Brand" clothes and acessories they simply must have to be a japanese high school girl.

It's a one-way mirror; customers can see in but the ladies can't see out. And I would bet a lot of the high school girls are over 20.

How many times will the police be 'inspecting' this club before they shut it down?

@borscht: Can also mean a mirrored floor,

steak dinner the high school girls loved it

Cheap thrills for cheap 'adults'. Sad.

Guys pay money to see girls' undies? You can see them on any set of steps or escalator ( the ones that are still running ).

I'm a big fan of miniskirts. That said, how funny is it that the guy is arrested but the girls are not? As long as you give the girls a free pass on these things, they'll just move on to the next ojisan who'll fork over cash for them to flip-up their skirt. The manager was arrested for hiring them, but the girls apparently were not breaking laws doing what they were doing? If it doesn't exist already, there should be a law against children working in these types of jobs. Then you would have both halves of the business (management and employee) legislated.

Surely this sort of perversion of children doesnt exist in Japan? Only yesterday, Minister Fukuyama stated (in another situation) ‘‘We put children’s welfare above all else,’’. I can't believe this could happen in Japan!

I'm a big fan of miniskirts

You and me both - but I draw the line at paying children to see what's under them, like the creeps that run these businesses - and their many customers!

PS - at least the cops have done something in THIS particular case...

borscht, that was hilarious. I was wondering the same thing, but when I realized what the J-Cops must have been 'inspecting,' I understood why it took so long. LOL!

I'm sure the girls doing this we're forced and are no angels. We've all seen the type of girls who do this, is anyone really surprised?

The guy knew people would pay to watch, and knew he could find girls who'd do it. They are just as guilty as him and should be charged.

0 ( +0 / -0 )

↑ weren't forced.

0 ( +0 / -0 )

@Mr Dog. Claptrap. The girls were vicims. Do you advocate the, 'She desreved it, look what she was wearing' school of thught on rape? This were girls. You know, children.

0 ( +0 / -0 )

So the club is still in business despite having employed minors. Where and who are the parents of these minors?

0 ( +0 / -0 )

This were girls. You know, children.

These were not girls, children. They were old enough (high School age) to know exactly what they were doing. They may have been victems of the 'money trap' so they could make easy cash, however, nobody had a them tied up and had a gun pointed at thier head.

@Gurukun: The laws of JAPAN beg to differ: Takamitsu Tanno, was charged with violating the labor standards act barring children from potentially dangerous employment.

Victims, yes, willing victims it seems. "She deserved it, look what she was wearing" ? No, I'm not saying that. But, if she willingly did it for money, then "She wanted to do it, look at the money she asked for and got for doing it" would be more accurate.

Also, this has nothing to do with rape. Comparing the 2 here is silly, as one is forced and the other willing.

0 ( +0 / -0 )

Oh, now they ARE victims. That will do. Good on ya sport.

0 ( +0 / -0 )

Willing victims. I do not feel sorry for them at all.

0 ( +0 / -0 )

potentially dangerous employment.

And what is 'potentially' dangerous here? What could have happened here, that couldn;'t happen an .....let's say fast food retauraunt employment?

0 ( +0 / -0 )

Ah, the ap;ogists for the explotation of minors never cease to amaze, you obviously don't understand the dynmics of power in relationships between adults and children. Anyway, Japanese Law, and most other countries' judicary and law enforcement would disagree with your rationaliziation. As do I.

MrDog - "Willing victims. I do not feel sorry for them at all."

Why, because 16/17/18 year olds really understand what they're starting when they take jobs like this? These kids might have some maturity about them and think they can handle anything but they have no real idea. They simply arent equipped to deal with the kind of pressures the likes of Tanno and his customers can bring to play. Grooming (which is the potential danger here Gurukun) is a subtle and insidious process.

Any 16 year old who doesn't "really understand what they're starting when they take jobs like this" must have some form of mental retardation.

16/y already matured enough and they know what they're doing. maybe the customer are the victims?

0 ( +0 / -0 )

I'm glad he got in trouble, however the girls should know better.

0 ( +0 / -0 )

Let's see! Flash my underwear on the escalators of department stores for fun? Or get paid to do it? Hmmmmm....decisions, decisions. These girls knew what they were doing, because it most likely paid the kind of money they require to purchase name-brand fashion goods! It sad, truly sad!

0 ( +0 / -0 )

To see underwear ....... What a nonsense world he is creating

0 ( +0 / -0 )

Ok, Japanese high schoolers are soo dumb it makes me sick. Those girls tho were no children. High Schooler should know better after all in the US don't you give them a driver license ? In my country we don't give cars to kids.
