Club manager arrested for hiring high school girls to flash underwear for patrons

The manager of a club in Yokohama that employed high school girls to show their underwear to patrons was arrested on Wednesday, police said. The suspect, 37-year-old Takamitsu Tanno, was charged with violating the labor standards act barring children from potentially dangerous employment.

Police also searched the premises of the club, Yokohama Mambo. According to promotional material written for the club's homepage and other publications, it was dubbed a "high school girl inspection club." Customers were offered a view of the girls' underwear via a "magic mirror."

Police said they searched the same venue on April 25 of this year, as part of an ongoing investigation of the club.

There are at least three things wierd about this... Firstly, that Tanno-san managed to think up this concept. Secondly, that there turned out to be a market for this. Thirdly, that some high school girls were happy to take part.

Last year when I was working at a high school in Yokohoma, I overheard a phone call with a teacher and Hello Work. A female student was trying to get a part time job at a massage parlor. The teacher was doing all that he could to prevent it, but from what I heard, everything was cool with Hello Work and the teacher was unable to stop the student from making such a terrible decision.

First, this is not a new idea, this kind of establishment has been around for at least 25 years that I know of. Tanno did not come up with this by himself. Second, There is always a market for nerds, dirty old men and misfits to gander up school girls skirts. Third, You gotta be kidding.......This is tame for japanese high school girls. Many of whom engage in much more promiscuous activities to get the cash to buy all the "Brand" clothes and acessories they simply must have to be a japanese high school girl.

It's a one-way mirror; customers can see in but the ladies can't see out. And I would bet a lot of the high school girls are over 20.

I'm a big fan of miniskirts. That said, how funny is it that the guy is arrested but the girls are not? As long as you give the girls a free pass on these things, they'll just move on to the next ojisan who'll fork over cash for them to flip-up their skirt. The manager was arrested for hiring them, but the girls apparently were not breaking laws doing what they were doing? If it doesn't exist already, there should be a law against children working in these types of jobs. Then you would have both halves of the business (management and employee) legislated.

Surely this sort of perversion of children doesnt exist in Japan? Only yesterday, Minister Fukuyama stated (in another situation) ‘‘We put children’s welfare above all else,’’. I can't believe this could happen in Japan!

These were not girls, children. They were old enough (high School age) to know exactly what they were doing. They may have been victems of the 'money trap' so they could make easy cash, however, nobody had a them tied up and had a gun pointed at thier head.

Victims, yes, willing victims it seems. "She deserved it, look what she was wearing" ? No, I'm not saying that. But, if she willingly did it for money, then "She wanted to do it, look at the money she asked for and got for doing it" would be more accurate.

Why, because 16/17/18 year olds really understand what they're starting when they take jobs like this? These kids might have some maturity about them and think they can handle anything but they have no real idea. They simply arent equipped to deal with the kind of pressures the likes of Tanno and his customers can bring to play. Grooming (which is the potential danger here Gurukun) is a subtle and insidious process.
