Hokkaido police officer arrested for assaulting woman while drunk

A 24-year-old police officer has been arrested on suspicion of assaulting a woman who was part of a group drinking alcohol with him in Sapporo on Saturday.

According to Hokkaido prefectural police, Toru Shibuya, a sergeant with the Otaru police department, and the 22-year-old woman were not previously acquainted, Kyodo News reported Monday.

Police said Shibuya was drinking with the woman and several acquaintances in Sapporo from around 10 p.m. on Saturday until Sunday morning. He allegedly followed her as she was about to return home between 10:30 a.m. and 11 a.m. in Chuo Ward on Sunday. He grabbed the hood of her jacket and pushed her against a wall.

The woman, who was not seriously injured, immediately called the police. Police said Shibuya was so intoxicated when taken into custody that they were not even able to question him on Sunday.

Koji Kasai, Hokkaido Prefectural Police’s Director of the Inspector General’s Office, said in a statement: “This is inexcusable, and we deeply apologize to the victim and those involved.”

Shibuya was so intoxicated when taken into custody that they were not even able to question him on Sunday

During questioning all he will say, "I don't remember during that night.

This type of crimes seem to be committed mostly by teachers, doctors and police in japan. They are supposed to be the most trustable ones. There’s a serious lack of moral and values.

10 am after drinking for 12 hours, I'm guessing she was drunk as well.

There were likely dozens of similar incidences but they were either not reported to the police, the police did not report to the press or they were not of much interest to the public.

If they are not reported then you don't know.

A little bit of alcohol isn't bad, takes the edge off when you're stressed out. I don't know what it is with a lot of Japanese people, but they just handle their liquor and/or have no idea where their own limit is.
