A 70-year-old male manager of a hostess club in Tokyo’s Fussa City has been arrested for hiring women to work at the club and provide sex to customers.
According to police, Hiroshi Nakajima, who manages the club Cutie, was arrested for allowing the club to be used by a female employee in her 30s to provide sexual services to a customer on Nov 17, Fuji TV reported.
Police said Nakajima has admitted to the charge and quoted him as saying that he has earned about 160 million yen from using the club for such activities since around June 2014. The club’s seats can be converted into sofa beds, with partitions between them. Nakajima employs six women.
The incident came to light after a nearby resident reported Nakajima’s “notorious habit of luring customers.”
There are approximately 20 such establishments operating near JR Fussa Station. Police are strengthening a crackdown on these places being used for prostitution.

What exactly is the law that has been broken? There is nothing new about the arrangements (sex for money). Are we in an age of "New Prudishness and Wowserism"

There may be nothing new about 'the arrangement', but regardless, prostitution is illegal in Japan.

Lots of loopholes for the 2 people involved. 3rd parties have it harder, based on my reading. INAJL.
Morality is something each person has to find on their own. There are many legal things which are immoral.

Oh, what a load of BS! Many (if not most) of these girly clubs are running prostitues on the side. Many of the girls are doing it on the side too. The police won’t close them down because they are patronizing them too.

So? According to this report this means sex for money is illegal in Japan? But it's everywhere everyday, all the "massage" ,"bath" and "girls bars" the girls are asked to give sex for money. And they offer the menu with girls pictures and prices.

Zack, there are degrees of service offered, priced accordingly, but in theory girls are not supposed to go all the way with customers.
The law will be tighter or more relaxed depending on where you are in Japan.
