All ivory imports should be banned. All current stocks burnt.

 ivory products being traded in the country were imported before international regulation came into force 

Once again we see Japan bending international agreements to suit themselves. International trade in ivory was banned over twenty years ago. Are we to believe they had stockpiles of ivory to carry through to today? I've seen hanko shops advertising rhino and elephant ivory hankos in Tokyo.
