Excessive delay in finalizing punishment does not create much of a deterrent to other evil doers.

Seven are on death row.
The last execution of a woman was on March 25, 2016.

Yeah, but it sounds like there is no transparency in the process, so people don't know who decides, how, or who delivers the punishment. Anything you do in prison could potential cause for you to die that day. You accidentally piss of the wrong guard, or the decision maker is having a bad day with you in their sights. We already know bullying takes places in many areas of Japanese society, so it is not unreasonable to believe that it happens in the prison system on both sides of the cell. Also, most executions are not publicized unless it is someone famous.
It seems like WWII rules of dealing prisoners.

Given her age and gender the government probably plans to let her die quietly on death row. Not much political capital to be wrung from executing an old lady with dementia.

When’s the last time a woman was executed in Japan? She will die in prison.

In Japan, it is considered crueler because you don't know when you will be executed. You are not given a date in advance. It is random. You won't know until the day of the execution. It can be a few months from now, years from now, or decades from now. So each day could be your last!

I'd always imagine that being locked up for one's natural life would be a harsher punishment than the death penalty.

I'd reject that claim too. If one has dementia they don't know what they are doing. They do not plot to kill somebody.

Kenji - nothing is wrong. Her death penalty was upheld, meaning the higher court agrees with the conclusions of the lower one. Btw, every death penalty gets a default appeal, as far as I know. She'll swing soon enough.
