All the ideas I have heard from Japanese politicians over the has been so obviously and horrifically bad that I am extremely skeptical about even the good sounding ideas in this article. I have to wonder how the actual legislation ruined even those good ideas.
But generally its just better if the government keeps its mitts off the internet. I don't actually believe those companies are hurting due to piracy and I don't think they will make more profit for all these attempts to curb piracy either. So all we get are fewer freedoms for more laws.

If they made some service as Netflix for manga I would be happy to buy a subscription. I want to support them but it is pain in the ass to find some stuff officially with the newest update.

Manga publishers should release manga in both Japanese and English at the same time. They already do this sort of thing using official sites like Crunchyroll for anime, so why not manga too.
If it is affordable, easy to access and all in one place then many people would switch to paying for it.
