The ordinances prohibit girls younger than 18 from working in compensated dating services and require JK business owners to register their employee rosters with local public safety commissions, it said.
So, the government has green-lit prostitution as long as the women are 18 and registered with the local government.

What tier is the US in? i'm interested, considering everything that's happening at their border with Mexico, and also ICE.

in that case, Japan does ok when compared to China, North Korea, Russia, Iran, Syria, Myanmar and Venezuela.

[ In the report, countries with poor human rights records such as China, North Korea, Russia, Iran, Syria, Myanmar and Venezuela remained on Tier 3, the lowest level. ]
Well what a coincidence, all countries who the US is at odds with...no mention of Saudi Arabia or others as pointed out above by other posters.
Of course the US itself is clear of blame, right?-
[ The modern-day U.S. military base in South Korea has often been described as a massive international hub of sex trafficking that emerged primarily in response to the large population of male soldiers. Just in the last year, an Army Sergeant First Class stationed at Fort Hood was convicted of organizing a prostitution ring through manipulating female soldiers that he outranked and that he knew were having financial issues. ]

[ Employees involved in an internal investigation of a U.S. contractor in Iraq found evidence that employees for the company, Sallyport Global, were involved in sex trafficking...
But “Sallyport regularly shut down their probes,” the AP reports, “and failed to report their findings to the U.S. government that was footing the bill.” ]

[ It’s time to talk about an uncomfortable truth. I, like many of you, traveled the world while I served in the military. And I, like many of you, saw my brothers in arms participating in human trafficking. ]

Honestly, I have yet to see this in Japan.

There's a lot of difference between human trafficking and prostitution, the vast majority of the women who work in the "redlight" industries in Japan do so on a voluntary basis.
With some of the stuff that goes on America, they shouldn't be pointing a finger in Japan's direction.

As much as I abhor that kind of stuff, consenting adults and all.
