It has taken this long for the authorities in Japan to realise what has been going on unchecked for years. The problem seems to be that not only are Japans bureaucrats "thick", but no accountable procedural complaints mechanism or seems to exists.

If you are imprisoned your welfare is the responsibility of the state. Matters not why you are there it matters how agents of the state manage both themselves and those under their responsibility. If the department is so bereft of responsibility then the whole system becomes abhorrent. But with Japans history of prisoner treatment should be no surprise to anyone.

Japan once again proving that it is closer in human rights to China than meets the eye.

Japanese prisons are known for strict discipline and a lack of access to outside exercise or medical care. Japan also faces criticism over its lack of transparency in carrying out capital punishment.

It's not surprising when one considers that the rules and regulations regarding prisons and prisoners date back to the Meiji era, and prisons are run more like boot camps and stress "conformity" rather than any real rehabilitation.

These "camp" guards are bullying the prisoners, because they can!

The only reason that inmates suffer rectal rupture and infection because those fire hose directed to buttocks and butt hole, not shoulder or any other part of back body. It just show how sick those guard were.

I’ve personally seen a prison guard punch a woman (his wife) in the face.

When questioned by authority here I’ve had several civil servants bark questions at me which is a tactic they use to make people feel pressured.

At the time I wasn’t detained but I can imagine what happens behind closed doors.

In my case I felt extremely annoyed.

I’m not surprised at the level of abuse and violence perpetrated by those in authority here and wonder how many cases never make it into the public domain?

As with any "inspection" everyone is on their good behavior when the inspectors come, and knowing a bit how things work here in Japan, the people being "inspected" know well ahead of time, the time and date they will come.

Inspectors dont need "shaking up", it's the system, and the people actually running the individual prisons

If you only felt "extremely annoyed" at seeing a man punch his wife in the face, I wonder what gets you angry enough to do something about it.

If you are referring to the "civil servants" that's a different story, as people in authority, who let power go to their heads, like these guards, they need more training and guidance, prior to actually working with people or prisoners.

Simply outrageous,what is important that these news can be spread around the world and shame Japan’s inhumane abuse of power in such structures.

Because they care more at their pubblic image than real human rights.

I usually agree with your posts but here let me say that such elements don’t need more training but should not be hired in such positions at the first place.

For such kind of delicate jobs like prison guards or police officers they need a high moral and probe attitude as well.

Their institution should go through deep mental and behaviour attitude test.

Actually it is relevant.

Nagoya has a pattern of abusive actions from the immigration and prisons to the police.

Ask the South America ethnic Japanese in the region the treatment they get

I refuse to step foot in Nagoya after far too many problems with R.cism by locals and police.

My son's major talent agency will no longer send mixed race Japanese to preform in Nagoya because of police harassment both my daughter and son were told they "Have to" carry their passports by the police to "prove" they are Japanese.

After The last incident my daughter's employer stopped plans to open in Nagoya because of what she (the CEO is a Japanese woman) saw happen.

So it shows a pattern in the city and surrounding area therefore relevant.

I'm shocked, shocked, I say....

Exactly what device is this? Is it also used in the foreigner detention centers? Could it be related to those deaths as well (examples like death by electrocution, and choking were reported).

So we have examples of rape of inmates (the firehose case), as well as homicide. These perpetrators should be punish as anyone else, and be put in prison, and receive the same treatment!

The sad thing is, if you took a random poll here in Japan, I suspect that an overwhelming majority of respondents would be indifferent at best to the issue of prisoner abuse. This society seems to have a baked-in lack of empathy for those "unlike us", often relying on rules and regulations to obscure or justify this tendency.

I respectfully disagree,the state should be just and sending another human to die is same as killing.

A modern society should elevate itself from corporal punishments.

A prison should be a place of re education.

Norway is a perfect example of true civilization.

This is very upsetting and disturbing. The whole penal system in Japan needs to be overhauled and become relevant to the times we live in.
