Regardless of the concept of ownership of the coral, plundering it for use in jewelry is just plain wrong :(

1) They are investigating whether it is being poached by Chinese fisherman. Proof / lack or proof will be revealed by this.

2) There aren't nearly 2 billion Chinese people, you're a mere 600 million people out.

3) 'Do they all poach coral from Kyushu?'. No, of course they don't, what a bizarre question to ask.

That's why they're launching the study? And, there was a massive coral poaching problem with the Chinese some years ago so, I wouldn't be surprised...

So if the Chinese came so close to the coast without being detected by the coast guard...so close that they could grab some coral...well wouldn't coral be the last thing we need to be investigating at that point?

Why doesn't UN ban on selling and reselling of Red Coral and its products internationally?

I saw many sellers are selling Red Coral jewelries on eBay and Online.

" Black corals (Antipatharia) were listed in Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in 1981. In 1985, amidst concerns about the effects of commercial trade on fragile coral ecosystems, the CITES Parties listed all stony corals, blue corals (Helioporidae), organ pipe corals (Tubiporidae), and fire corals (Milleporidae) in Appendix II. Lace corals (Stylasteridae) were later added to Appendix II and China has listed 4 species of red coral in Appendix III. "
