What does it even mean? It means nothing. This is a case of corruption and he is not being charged? No wonder there is so much corruption among Japanese politicians and executives. And no matter that Japan's justice has a reputation of corruption where people like him are protected by the government who has a grip on what the justice can do or not. And that's the same corrupted justice that orchestrated a scandalous manipulation against a foreign executive.

He had no authority on the matter but was still on the committee. I guess he also has no influence on any other politician either.
He wasn’t bribed because he could make changes; he was bribed to influence other people. Plus, if the bribe was larger, he could’ve shared with an ‘authority on the matter.’
A bribe is a bribe regardless if the receiver had any intention of changing an outcome.
Prosecutors have the easiest job in Japan. If the criminal is an LDP politician or spouse of an LDP politician suddenly there’s no case. Sign me up!
