Shouldn't it be already a security issue. Or because foreigners are coming they might steal nuclear materials? A manual? They presently don't even have a manual? Japan is not anywhere near being responsible enough to have a nuclear industry.

If the Japanese have proven anything over the years it's that the greatest threat to nuclear security here is home-grown.

Trying to emember the last time rugby fans stole fission materials. But cameras and a manual should stymie them. Shame Fucashima didn't have a manual? All those same rugby supporters lingering around the fence just waiting.

Why do I want to think that this is just paying lip service to the issue? Typically things don't get done until after something happens. And even then it's a committee or two of old guys teeth sucking at the problem and doing nothing.

Japan's own terrorists are world renowned for their expertise with weapons of mass destruction, ie, sarin nerve agent. But I guess rugby fans are seen as a much bigger threat, since so many will be foreign.
