I wonder how far would these stalkers go? Another reason to do a search inside your vehicle if your car looks like it's been tampered with. 

That would be pointless, the devices are now quite compact and easy to put anywhere, so nobody has to even enter the vehicle. All it takes is just some free spot in the undercarriage difficult to see without lifting the car.

@ virusrex - there's actually a commercially available electronic bug detecting device that can spot hidden camera and listening devices but I don't know if they can pick up gps devices though.

I theory a radio signal sweeper should, as long as the device is continuously transmitting information, but as the vas majority are battery operated it would detect nothing if the car is immobile, since the norm is for them only to activate some time after it detects movement (so it can save power).

But again, if you wait until you see some sign of tampering to search it is more likely you would not even begin to search.

In a case from Kyoto I am familiar with, and to show how easy this is, an ex-boyfriend accessed his former girlfriend's car and put his GPS-enabled sportwatch under her seat. He was then able to follow her movements when the sportwatch provided him a route of its travel he could read on another device. She noticed he was magically showing up all over town when she was with her new boyfriend and having confrontations. When his sportwatch was discovered, he tried to say he'd accidentally dropped it there before they broke up. His employer fired him anyway. She made complaints to the Police that went nowhere, especially since there had been a previous relationship.

A perpetrator usually plants a GPS device on a target's car.

I wonder how far would these stalkers go? Another reason to do a search inside your vehicle if your car looks like it's been tampered with. I have an idea, if by any chance I found a GPS device in my car, I'd leave in a public restroom and let the stalker frustrate his head off.

Just an honest question though, why is stalking rampant in Japan? I understand that the Japanese tend to have an inclination towards venerating idols, but aren't they taking things too far?

Hahahahahahaha! As in telling the stalker to "stop stalking this person!" and hoping they would actually stop?

There are many cases where someone was being stalked, the victim went to the police, the police told the stalker to stop stalking this person and had them sign some paper, then the stalker went back and killed the victim. How about focusing on stricter stalking laws? GPS stalking is still stalking!

This is an area where the US laws are lacking. Read a case about someone placing a GPS tracker on their ex-wife's car. Turns out that isn't illegal in the USA. Scary.

How about focusing on stricter stalking laws?

More words on paper are unlikely to solve this problem without some severe human rights violations.

Probably one of the best things the government could do is subsidize the hiring of body guards. As you will note, a body guard, most unlike words on paper or issued from the mouth of a cop, can physically intervene whenever a stalker gets violent. Also dogs can work wonders and can also be subsidized by the government. But government people rarely lack the intelligence to even consider such things.
