Disgusting! The whole world should do more to protect children sexually exploited in developing Countries. The main clients are usually people from "developed Countries", that in their motherland are often above suspicion.

Australia just introduced the same law, which was specifically targeted at Indonesia and so-called 'sex tours'. If caught, they face having the passports cancelled and will never be allowed to leave Australia again.

@Disillusioned: only that? No jail? It looks a too much weak penalty. I don't know how the situation is in Japan, but I doubt it's better, probably it is worse. I fear this 'sex tours' market isn't treated seriously enough in the developed Countries, that are the main source of clients for children exploitation in developing Countries. I think there's a double standard: laws are stricter for the same kind of crime if this happens inside the Country borders rather than in developing Countries.

This is why I said in my first post that the whole world should take way more seriously this problem. There's a huge double standard between how laws are applied inside and out of a Country, even though the crime is the same.

How could they be put in prison if the offense was not carried out in Australia? Think about what you are saying people! Having their passports cancelled is a kind of prison sentence because Australia was/is a penal colony. :D If they get caught doing the same thing in Australia they will be facing 7-10 years in prison and go onto the child sex offenders' list. Japan should do the same thing for child sex offenders instead of giving them a slap on the wrist and letting them be a new person in a neighboring prefecture.

I hate going to certain countries because I get hassled by pimps or prostitutes. Just because I’m a foreigner. Last time I was in Bali, I was approached about 30 times for a massage while with my sister in law in one hour. When I walked on my own, I was approached about 30 times in an hour for a “special” massage. My point is, their are plenty of sick perverts who create a market from foreign countries.

Children everywhere need to be protected from all types of exploitation and abuse. I do not differentiate, as all types of abuse and exploitation are just as evil and just as damaging. In this particular case in Indonesia, with the age of consent being 18, the girls would obviously have been under aged. This makes the offence much more egregious and heinous. The problem is that age of consent varies all around the world and even in some European countries it is as low as 14 or 15 and essentially that is a child. I am not sure which age governments from Australia or UK use to prosecute, the age of consent in the offenders country or the age of consent in the country the person has had sex.

That would depend on whether their home country has extradition treaties with the country where the offence occurred, and/or where the culprit is located. If there is no extradition treaty then the home country has no means by which to exercise their jurisdiction.

Also, would/should/does this extend to residents of the country or only citizens. For example if a foreign resident of Japan abuses some kid in Indonesia, does Japan have rights to penalize the person upon return?

Until the individual returns to their home country. Lack of ability to exercise jurisdiction does not effect whether jurisdiction exists.

That would depend on the wording of the law. Most law's cover "individuals," which would mean residents are also covered. Some laws, like Japan's human rights laws, only apply to citizens. (Yep, non-citizens in Japan have no domestic guarantee of their human rights.).

Anyway, the final sentence of the article says the police is hunting other foreigner clients of the syndacate, reminding how global the issue is. This is why I spoke in general about how it's a well known fact that the main clients of children exploitation in developing Countries are from the so called "first world Countries", and not all of them are treating the problem properly.

There are countries that jail these guys once they get to their home countries. All developed countries should be doing the same. Passports revoked, jail time, sex offender registry.

Yes, lots of Asian prostitue here. Because the are most often trafficked in here and heaven forbid they try and report it to the police. They get arrested, deported and the Japanese pimps/yaks get nada in return. Isn’t Japan ranked amongst the top developed countries for human trafficking?

One shouldn’t ignore the underage sex industry here. Enjokasai - “compensated dating” because heaven forbid japan admits it has an underage prostitute issue. JK dates, clubs... Its underage prostitution. And why do people think it’s okay? Perhaps due to sickening T&A mags that feature 13 year olds? The allowance and promotion of school girl uniform festishes and the like? Females constantly being displayed as mere objects rather than people.

And let’s not forget this isn’t just Japanese guys. I can’t tell you how many disgusting western men I’ve had to sit and listen to describe the fun they had in places like Thailand and Cambodia. I’ve yet to see a western male call out these “men” when discussing such things. Step up guys when you see it or hear it. Silence is part of the issue.

What exactly do you think "the world" could do that they are not already doing? Execution would certainly have a quick physical and psychological effect on the perps and pimps. I'm sure Jakarta officials. the UN and some other nonprofit groups are doing the best that they can.

Why don't YOU do something. Learn Judo and how to shoot and clean up the streets Chuck Norris style? Or make a fancy outfit that looks like a bat or something?

Looks like Indonesia takes drug trafficking (even for small amounts) far more seriously than child sex abuse, which is imo 'a bit' of a shame.

Thing is many so called 'poor' nations turn a blind eye to child sex tourism for $ and, sometimes, cultural reasons. Same, or even worse, on our "western/rich nations' end, we are reacting rather than acting, that's what happened in oz after some particularly horrific cases in recent years ( Peter Scully was labelled 'the worst pedo ever' when arrested in the Philippines last year, was big news in oz and imo the catalyst for oz govt to finally act/react). Child sex abuse, on home soil or abroad, is unfortunately NOT a priority for many/most nations (church child abuse handling/response has been a joke in many countries).

Prostitution is semi-legal back home (long story), hence it is heavy controlled as to where and with whom it can happen, prostitutes also need bi-weekly checkups and show their cards, etc.

Granted still much unauthorized stuff going down.

I was in Bangkok in September last year for a conference, and I really didn't want to go. It's filled with old, western men getting their hands on young/younger Thai women, and it's seedy as. Thing is though, that it appears kind of 'normalised', in that there are so many of them doing it, and they all hang out together with their girls and don't bat an eyelid about it - there is no embarrassment or shame, just a kind of opportunistic, circumstantial sexual Nirvana that they all revel in. It's parallel universe stuff. Some of the girls are clearly young.

My onwards flight was to Australia, and the boarding lounge was filled with about 60% single white men over the age of 50.

Seedy stuff.

I’ll admit I’ve found this part of Thailand distasteful myself, as it’s petty sleazy. But that’s my own bias - I don’t see why theee guys should feel embarrassment or shame. It’s a mutually agreed upon relationship by consenting adults, and they are not doing anything illegal.

Wow, talk about euphemism. People are often attracted to younger people because youth is the peak of physical fitness, but attracted to CHILDREN, who are not yet emotionally or physically matured, is a different story. Change "younger" in your statement to "CHILDREN", and you might have a point. People in their early 40s are younger than I am, but that's whole different world than people who are barely in their teens.

You are right, and that's my own filter at play also. But whilst the 'agreement' is mutually beneficial, I venture to suggest that if the girl's had other options, they'd be taking them. It's clearly a case of older, relatively moneyed men leveraging their situation against that of their girl's for their sexual gratification, and I personally find that sort of basement level human exploitation.

I’m sure. But in Thailand they do have other options. It’s been a couple of years since I checked, but last I did the unemployment rate was like 0.5%. It’s one reason Service is so bad in Thailand, because people know they can go get a job really easy somewhere else. Their economy is booming.

And I think most people would do something other than they are if they had other options. Life is about playing the options you have.

Once again, many of you are arguing from an emotional pov. The ability to prosecute and ajudicate a crime committed in another country is legally dubious. It's like japan forbidding any of its citizens to litter, and if they are caught littering in another country , then japan will prosecute them when they return to Japan.

Many laws start out as noble causes, but they can end up being twisted and perverted in the end.

This chef deserves to serve time in Indonesia, and that should be the end of the case.

No, it isn't. Some countries already have a law enabling this and have convicted men who have gone abroad to abuse children. The law was brought in to try to protect all children, especially in countries where a bung to someone in authority can make any criminal problems go away.

You DO know there is an ENTIRE street called "Momo-dori" that is restricted to Japanese businessmen, don't you? It is all Thai women dressed up in yukata and kimono who shout "Irrasshaimase!" and "Goshujin-sama", etc. A buddy and I started walking down the street out of mere curiosity and were told to "Go back. This street for Japanese only!" So, enough of the "old, western (sic) men...", there are plenty of non-Western men (and maybe even women), too.

In the early twentieth century America and many European nations carried out the death penalty for child rape. Statutory rape is sexual contact with children whether or not they consent. The reason is because children cannot consent because they do not have the maturity and understanding to assent to sexual contact.

The death penalty for child rape and sexual contact is a great idea. Vile and evil adults who touch or rape children must be executed for such grievous and horrifying acts.

These children as being used as pawns and cash cows. It's all around the world. Even once in Canada I was approached by a native Ojibwa boy on a tourist train. If a kid asks you for a cigarette, that's a big cue of child prostitution. It's not just in Asia.
