JR employee caught taking up-skirt photos with mobile phone camera

An employee of JR West was arrested Friday for violation of the prefectural nuisance prevention laws after he was caught taking photos up a high school student's skirt with his mobile phone in Yasu, Shiga Prefecture.

Kenji Omuro, 27, a driver at the JR West Japan Kyoto branch, is suspected of having used the camera on his mobile phone to take up-skirt photos of a 17-year-old high school student while on an escalator at JR Yasu Station. According to police, the girl reported the incident to a nearby station employee, who held Omuro until authorities arrived.

According to JR West, Omuro was on his break at the time of the incident. They issued a statement apologizing for the incident, and said they plan to deal with the driver accordingly.

that's right. Why fighting the impossible?

0 ( +0 / -0 )

The girls know they are showing some skin, being Loleta's, and they should have that right, butt, maybe people should also have the right to photograph what they can freely see, as it lasts longer. Fair game. Its just a thought.

Putting a camera in a bag or on your shoe is terribly wrong, of course.

As a former manager at JR West, I assure you no one who works at JR would do something is disgusting as taking a pic up a 17 year old's skirt. In my 1 1/2 years as manager we had only 4 such incidents like this one. It's just not the type of thing that we allow. I am 100% sure this was that girl wanting attention. Well honey you got it. I hope this employee is able to sue her for this. God bless to you, and hopefully this 17 year old looking for attention GETS the attention from her cell mates.

0 ( +0 / -0 )

Was this guy pretending to be a police officer or something?

"As a former manager at JR West, I assure you no one who works at JR would do something is disgusting as taking a pic up a 17 year old's skirt."

This isn't the first case of a JR employee taking up-the-skirt shots. The last one, about a year ago I think before the cops moved in and staked groping/perverted pics as their territory, may well have been JR West. I'll look it up.

In any case, we find once again a sick male blaming the female for his own inability to control his desires.

"Well honey you got it. I hope this employee is able to sue her for this."

It's more likely the man will be fired and either face jail time or have to pay compensation money (hopefully BOTH!).

"God bless to you, and hopefully this 17 year old looking for attention GETS the attention from her cell mates."

With statements like this, is it any wonder why these crimes happen day in and day out by Japanese men? Go and get a girlfriend! There's ZERO excuse for what this man did, and he deserves a short stint in the klink. He'll get his chance to be the bi-ch in the skirt in prison.

Wamu, Smith... those are two of the funniest posts I've ever read. Thank you!

0 ( +0 / -0 )

We can't ban mobile phones or cameras. But we can stop this issue to lock up such sex-hungry people and put them long enough behind the bars, together with a shrink in the same cell. But please make sure that will be male shrink. Many of such cases were reported in the last couple of years but no solution was brough forward. Why are girls wearing short skirts? Many years ago no girl in Japan could walk around half naked as they are today. 'Girl concerned in this issue should apply for fashionista job.'

0 ( +0 / -0 )

It's more likely the man will be fired and either face jail time or have to pay compensation money (hopefully BOTH!). LOL

That way you promote easy money ....isnt it??

Wear something short enough to just cover (fashion trend or whatever), become attraction among the audience and if get a (pic) SHOT then receive compensation.......

Well promoted.....

On a stricter approach, the jail time should also be in DIRECT PROPORTION of the minimal length of the amuser's dress code.

Oh thank goodness he was on his break and NOT on company time when he did this!

I am sick of men on this site blaming the VICTIMS for wearing inappropriate clothing every time! Lots of the girls dress like tarts, yes, but they do not wield any magical powers to make men do stupid or immoral things. Show a bit of self-control please.

0 ( +0 / -0 )

Train driving can be a rather boring job for some. It's nice to look forward to the escalators for some excitement...

0 ( +0 / -0 )

Risk not worth the benefit.

0 ( +0 / -0 )

The best way to deal with tramps who dress to get attention is to completely ignore them. Its bugs the hell out of them so much that they want to show you more. Taking pictures of them, though they love the attention, is falling right into their trap.

0 ( +0 / -0 )

Two thumbs up to this girl for turning the pervert in! Almost every story I hear about these up-skirt photos (so nice that they have created a phrase for this crime) involves girls in their school uniform. If more girls/women stood up for themselves, I'm sure there would be a decrease in these types of crimes.

As someone else already mentioned, what are they doing to prevent it from happening? Are girls in junior high and high school taught what to do if they are a victim and are they taught how not to become a victim? And more importantly are boys being taught to keep their hands and their cameras to themselves so that this problem doesn't continue in the future?

And are schools considering doing away with the short skirts? If you ask me, these uniforms just make the divide between the girls and boys even bigger. Why not have the same uniform for everyone to promote equality of the sexes?

0 ( +0 / -0 )

Well, they look nice in their clothes, but that's it. People taking up-skirts picts are trully punks and losers...

0 ( +0 / -0 )

Gees! Things have been a bit slow. This is the first story of its kind this year. It's hard not to generalize all Japanese men with the frequency of these kinds of assaults. - I caught a joker doing exactly this at a station in Tokyo although, he of course denied it and if I was to have tried to constrain him and get the authorities it is I who would have been in trouble. With this kind offense you have to take the Japanese stance and just bury your head deeper into the sand.

See no evil hear no evil is the Japanese way

Imagine having to explain this to one's wife, family, and friends.

Pervert 1st degree - should be in prison. Jr should apologize and reduce ticket fees.

stanoue: Lots of the girls dress like tarts, yes, but they do not wield any magical powers to make men do stupid or immoral things.

Actually, I sort of think they do. You could just as easily say that cigarettes have no magical powers, but no matter how frightful the warnings we put on them, people keep smoking, even when they want to quit. Women's bodies have been recognized as extreme tempations for a long time now, and lots of men have done crazier things to see and touch. If we are only talking about pictures and if her skirt is that short, I have better things to do with my sympathy, thank you very much.

0 ( +0 / -0 )

wow this place is gathering for pervert men who justify their needs of taking pervert photos, I am out of here.

0 ( +0 / -0 )

'womens' bodies have been recognized as extreme temptations for a long time now'-- By saying that womens' bodies are innately irresistible and so addictive that it's impossible for some men to stop from touching/taking photos of them, you are putting the blame on the 'object' of the 'addiction' rather than on the person who is 'addicted'. It's not my fault that I smoke, it's the cigarettes!

I'm tired of hearing that men have these crazy sexual urges that they can't control. It's just an excuse to get away with despicable behavior like this. If this is the argument, then why is it that woman seem to have the special ability to not touch/photograph men inappropriately? Is it because women naturally have more self-control or because mens' bodies just aren't that tempting?!

0 ( +0 / -0 )

then why is it that woman seem to have the special ability to not touch/photograph men inappropriately?

Men do not wear short skirts

0 ( +0 / -0 )

In winter the only bare legs you're gonna see are school girls' so they stand out more for these guys.

0 ( +0 / -0 )

Is it actually illegal to take photos of people in public places?

0 ( +0 / -0 )

dolphingirl: I'm tired of hearing that men have these crazy sexual urges that they can't control. It's just an excuse to get away with despicable behavior like this.

You know, I like to spout obscenities like a sailor. But its usually women who are psychologically affected it by it who ask me to stop. Why it affects them so, I have no idea, but I respect their feelings. So, in the interest of consistency, since women have this power to affect men psychologically but you think we should just endure, should I just keep spouting obsecenities and tell women to just endure?

If a woman walks down a dark alley at midnight and gets attacked, I put some blame on both woman and attacker. I do not justify the attack. I blame both. Tempt fate, and crap happens. Play with fire, get burnt. Never mind about your perfect world scenario. Grow up. Face reality. Be responsible. All men will not be angels because you demand it. Never mind that they should. Its not going to happen. An adult would know this.

And the big difference here was that no one was attacked. It was pictures. It is far easier for women to dress in a way to prevent this than it is to capture these guys. So act like a responsible player in society and do us all, including yourself, a favor.

0 ( +0 / -0 )

Is it actually illegal to take photos of people in public places?

Spot on right there. In Australia it is illegal to photograph minors in public without expressed permission of their legal guardian. For the rest - it is fair game. Nude on the beach? Too bad. Quickie in a taxi cab? Youre on camera. Skirt too short for your own good? You bet I am gonna have a look.

I dont know what the police here could charge you with. If noticing what a schoolgirl is hiding under the tartan is a crime - every male poster on here needs to march himself down to the Koban to explain his actions.

This is not news by the way. It is absolute garbage riding on the back of subjugation of the heterosexual, middle-class male. The same is happening in the West.

One more thing - if any of my colleagues rat me out or hold me until the authorities arrive - be prepared for payback.

0 ( +0 / -0 )

Whoa, whoa. Wait a minute.

So when women get groped on the train and don't say anything, it's, "Women need to stop being passive victims and say something!!"

But a girl complains when a guy, who apparently could see up her skirt due to her position on the escalator (meaning, not while she was casually standing or sitting around next to him) and TOOK A PICTURE complains about his creepy behavior, the answer is, "SLUT SHOULDA WORN A LONGER SKIRT! HOW DARE SHE RUIN A MAN'S LIFE!!"

This isn't looking. This isn't catching a glimpse. This is taking sexualised pictures of someone without their consent. Of a minor. There's a difference between the self control required to not look and the self control required to not pull out your camera and snap a photo.

Burqas do not prevent rape. Longer skirts will not stop idiots from taking panty shots. These men need to simply learn how to be human beings and live harmoniously in society with the rest of the human beings who have mastered things like impulse control. If you "can't help yourself" around a woman, you're no better than an animal and should probably be in prison for your safety and the safety of those around you.

You can't pour water on the plant while cutting the root. But Japanese system works like this. They have launched a miniskirt uniform for school girls despite of knowing the fetish of Japanese men about uniform. Some mangas are also stimulating some out of control pervs to do some notorious action. Their cosplay uniform is also about showing legs. Japanese girls have the most beautiful shape of legs. So, Jgals always have a tendency to show their lower part of the body whereas their western counterpart tend to show torso. The kawaii culture teaches them to sit cross legged in the train, stand by touching thumbs of feet and their music videos also serious about focusing dancing nice legs of models while covering the upper part quite decently. Not only the school girls, even other girls also tend to show legs from thigh regardless the temperature, this unusual trend is rare in other countries. All these things stir crazy some guys lacking self-control and the result we see today "groping and up-skirt photo taking".

0 ( +0 / -0 )

quote Longer skirts will not stop idiots from taking panty shots.

Actually I am pretty sure they will.

I don't know what dontknockit and dentshop think, but I think they don't mean quote "SLUT SHOULDA WORN A LONGER SKIRT! HOW DARE SHE RUIN A MAN'S LIFE!!"

I think they mean don't walk around like you will never get hurt in life because you think you have a right to never get hurt. At least that's what I think. You walk down a dark alley and you look like eye-candy and you are in danger. Don't want to get hurt? don't put yourself in danger is one way to solve the problem. Women and especially young girls dress provacatively because they want attention. Generally the more provacative the more they want the attn. This is natural. But you have to be smart and realize you are going to get all kinds of attn from all kinds of ppl. If you dont' want someone staring at your parts, don't show 'em.

As for the comment above about what if someone took a picture of men or something. Well you can't really compare. Men and women are different, and generally but not always get aroused by different things. Men are generally more likely to be more stimulated visually than women. There are like how many magazines about naked men? compared to like how many magazines of naked women? No contest, especially onece you throw in that it's mostly gay men that buy the magazines of naked men.

0 ( +0 / -0 )

dontknockit: "You could just as easily say that cigarettes have no magical powers, but no matter how frightful the warnings we put on them, people keep smoking, even when they want to quit. "

How stupid of humanity to doubt it might be the person's inability to resist the urge to smoke when it's clearly the fault of the cigarette and not the smoker!

Still love how the sickos defend the perverse.

0 ( +0 / -0 )

As I said before, it's simply amazing to watch the Japanese and the expats that think they are Japanese defend what this man did by claiming HE is the victim and the girl who had her photo taken the criminal.

Again, people wonder what happened to Japan. Here's your answer -- a bunch of geeks who either can't leave home or can't go home, can't get a girlfriend and so do things like this man did... and society a certain perverse section of society defends him (it's always a him, sorry). I hope they seek medical help.

0 ( +0 / -0 )

And are schools considering doing away with the short skirts? If you ask me, these uniforms just make the divide between the girls and boys even bigger. Why not have the same uniform for everyone to promote equality of the sexes?

Just like in Communist China? Yeah, I'm sure that would go down well. The girls like what they wear. Longer skirts are available but no high school girl would want to be caught dead in them. This trend has been around since the 90s and I don't see it going away anytime soon. Even if there were no mini skirts perves would still be around, taking photos of knee caps or something.

0 ( +0 / -0 )

I don't often read or comment on anything in the Crime section since most of it is put there for the enjoyment of the lowbrow. However I was curious as to why this particular piece had so many comments - had I known that many of them are essentially defending the man or placing partial blame on the victim, I wouldn't have bothered - that view is just sick.

0 ( +0 / -0 )

smithinjapan;

it's simply amazing to watch the Japanese and the expats that think they are Japanese defend what this man did by claiming

While I agree with you that such views are offensive, so is the borderline bigotry in this comment. Aren't you also amazed by those defending this man who are neither "Japanese" or "expats that think they are Japanese", whatever the heck that latter means. beyond being a strawman?

0 ( +0 / -0 )

I've been on many an escalator in Japan and the girls wear very short skirts bend over to fix their socks and flash you on purpose. I never took a camera photograph but my mind is full of mental photographs. Am I a criminal? Should I turn myself into the J-cops to download my mental images. The solution which probably never happen is to require that skirts go back to being below the knee length and all this BS will go away but my memories are mine to keep.

0 ( +0 / -0 )

Some of the skirts I've seen, and especially on an escalator, don't need a helluva lot for optimum 'viewing'... I'm kind of leaning in dontknockit's direction... After all, girls, your beautiful skin will get chapped in this cold, dry air! ;^)

0 ( +0 / -0 )

Nobody mentioned me by name, so maybe I shouldn't bother replying.

However I am neither a perv nor "blaming the victim". I am saying something similar to hawkeye, a) getting ppl to look at your legs/ panties or tease them for wanting to is a big part of girls choosing to wear short skirts/ provacative clothes in the first place, and b) most red-blooded men will want to look, despite the fact that they mean women no ill will toward them and don't want to cause them injury. a and b plus c) the expectation of upholding the social mores of not staring at womens panties and not making direct passes at strangers in public places puts a great deal of pressure on men.

Now why is this not blaming the victim? I don't like violence against women. I think when a weak person is targetted and abused it is awful. However what recourse does the weak person have? To wait until after something has happened and get revenge in court because they were "right"? It seems to me being conscious of your behavior and its riskiness is your own responsibility. A guy on a motorbike gets in an accident, even though it's not his fault, what do you say? sure it's terrible, but the decision to ride is his. Even if it's the other guys' fault, the biker chose to ride a 2-wheeled vehicle. and if you are on a bike, being extra extra careful is one way of avoiding injury. Same thing with women, clothes, and where they walk. You got one life, it's up to you.

0 ( +0 / -0 )

Well I had no idea most post would generate this sort of outrage. Look, all this guy did was take some pictures. Its not nice, but life will go on.

If I were at home and people were looking at me half naked from outside as I walked about the house and even snapped some pictures, how many here would respond to my complaints with "Well if you don't like it, close the curtains moron!" Darn near all of you I should think.

An ounce of prevention is worth a pound of cure. That being the case, I would rather police man hours were spend going after gropers even. Voyeur photography? Not always, but mostly preventable at the source ladies. Don't make it my problem or that of the police if you can prevent it. Voyeurs shouldn't do it, granted, but that does not give anyone the right to tempt them or make it easy and waste cop man hours for being slack.

0 ( +0 / -0 )

And another thing, high school students have rules on how long their skirts should be. You know that? But they violate the rule all the time with nothing but warnings. What punishment should they receive? Or should they be allowed to flaunt it if they want? Is it their natural right? Or, if its a good and useful rule, why does it go unpunished? I think that will present many of you who are so against my opinion with quite a conundrum!

0 ( +0 / -0 )

Thick, gray line. Girls want attention, so they wear short skirts. They get too much attention, they call the cops.

Laws were meant to protect most of the people, most of the time. If you are a girl worried about pervs, take some defensive action and wear longer skirts.

If you are a perv and worried about the cops, get one of those spy camera's that goes on your shoe or something.

......this is what happens when you live in a sexually repressed society......

0 ( +0 / -0 )

synista-

are you talking about Japan?? It is the most sexually un-repressed society I personally know. Much more so than my home country or any other I have been to. Buddhist countries are generally more laid-back and less knee-jerk moralists. Where do you come from?

0 ( +0 / -0 )

Lowly: are you talking about Japan?? It is the most sexually un-repressed society I personally know.

All things considered, I cannot agree with that. I think you have taken into account where Japan is open and others are not, while failing to take into account where Japan is closed and others are not. Examples would be the mosiac in porn, rules on skirt length, divorce court decisions which punish cheaters, the one wife rule, the near universal 18 year old age of consent (16 is very common elsewhere), and the fact that while short skirts are common, plunging necklines are scandalous, and while sexual imagery is rampant, actual sex occuring is another matter altogether. Japan is equal, but different. There is plenty of sexual repression here too, so Synista's point my be valid. There is even a recent article about sexlessness on JT. http://www.japantoday.com/category/kuchikomi/view/sexless-in-japan

0 ( +0 / -0 )

The simple solution is to have girls wear pants and boys were skirts. If girls wear pants then when they are on the escalator there will be nothing to see. And if boys wear skirts then when they are on the escalator NO one will want to see!!!

0 ( +0 / -0 )

Lowly: "However I am neither a perv nor "blaming the victim". No one is talking about LOOKING; people are talking about the crime in question here, which is taking a PICTURE up a girl's skirt! I'm sorry but that is a complete inability to control one's urges, and it is a crime to take such pictures of a person (unless they are a consenting adult). Mental picture? Well, if it's there in front of you and you see it, not much anyone can do. But groping or taking pics is not the same thing. Saying that this girl was asking for it because she had a short skirt and the answer is to ban such skirts or provocative clothing is ludicrous.

UnagiDon: "While I agree with you that such views are offensive, so is the borderline bigotry in this comment."

My bad... I meant to add the relative pronoun 'who' in there before 'defend', but forgot. As for the 'expats who think they are Japanese' it was a crack at a poster who said the same thing above. Not clear enough, I guess. Again, my bad.

0 ( +0 / -0 )

smithinjapan: But groping or taking pics is not the same thing.

Taking pics is a whole hell of a lot more akin to looking than groping. Surely you can see that?

I'm sorry but that is a complete inability to control one's urges

No, I am sorry, but a complete inability to control urges would result in a whole lot more than snapping pics. Surely you can see that too?

No one is talking about LOOKING; people are talking about the crime in question here, which is taking a PICTURE up a girl's skirt!

I do not know which law is used to arrest these guys or what its exact wording is. But I have heard that it is technically illegal to stare, and the taking of pics might be illegal under the same law. I doubt there is a specific upskirt photography law.

But is it so much different to look, stare, or take a picture? All are a far cry from getting touched, so lets not get overly dramatic.

Saying that this girl was asking for it because she had a short skirt

How about just saying she had the power of prevention but failed to use it? I don't think you bat so hard for people who failed to exercise simple prevention in any case but this one. Why is this so special?

and the answer is to ban such skirts or provocative clothing is ludicrous.

Its an age old idea and has been done even in the west. Its not ludicrous at all. In fact, it is possible to violate public decency laws if the clothing is skimpy enough pretty much anywhere. Its only a question of degrees.

To try and nip this in the bud, it seems to me that you are saying that women should have special rights and priviledges and fairness and justice be damned. Because if fairness were considered then this wonton display of female sexuality with utter disregard for the possible consequences would be just as prohibited (or, oppositely, condoned) as the display of male sexuality manifest in photographing it. If you believe women should be held to separate standards please just say so.

0 ( +0 / -0 )

It's kind of dumb, but I understand the temptation.

0 ( +0 / -0 )

Synista: I would have to agree with you. Not all, but many Japanese people, tend to be somewhat repressed in that they don't express their true feelings and desires. Their whole society is based on keeping a certain image for public appearances and often have to keep their real thoughts to themselves.

I believe this repression can also be sexual. There are a lot of Japanese guys out there that don't even know how to relate to women. And probably lots of J-women who don't communicate honestly with men. Throughout their school days they are separated in 'the boys' and 'the girls' and after they grow up there is still sometimes this gap. It's almost like they see the opposite sex as a different species.

Groping and up-skirt photos are just symptoms of this repression and inequality of the genders. Of course some people may not consider these to be serious crimes but what is worrying is that this is the same repression and desire to exert power that can cause men to commit more violent crimes against women such as rape.

ya got me all wrong. I wasn't talking about crime and I didn't say anybody was "asking for it" in the sense that they DESERVE anything. I was saying "be aware". It is smart advice and necessary. In the old world we had tigers to keep us sane. We knew when we stepped out of the door we were in danger and we had to have keen senses and know what was smart. Now we have big society and laws controlling everything and everybody so it is easy to lose sight of the fact that our life and relationship to others is, at the end of the day, our responsibility. I fyou want to rely on laws and morals then you get lazy and open yourself for attack. I'm not advocating dress codes for women by any means, either. Go naked, I'd applaud. (Not cuz I'd get to see some boob, I'd applaud the courage).

Wow, is this all we have for crime news in Japan? In how many countries would perverts taking pictures up a girl's skirt make the news, amongst all the murder and mayhem that is part and parcel of daily life elsewhere. Just so I'm not misunderstood, I agree that the guy should be arrested.

0 ( +0 / -0 )

the "nuisance prevention law"!

It'd be interesting to know exactly what behavior falls into this ambiguous little chestnut.

0 ( +0 / -0 )

The girl should also be fined under the nuisance prevention law, as well as the guy.

This is a tired, easily prevented situation.

The crime is not taking a picture up her skirt, Lowly.

If he simply offered her 10,000 yen as many of them do, then she would get her money, as many of them do, and he would get his piccies, and everyone would be happy. End of.

The crime is stealing. And maybe sweating. And acting in a way that made her uncomfortable. Looking perverted... (?) and shamefaced, when he probably couldn't get his act together. (?)

0 ( +0 / -0 )

melonade-

nuisance is a bad translation. When you see stuff like that you have to think "language". We have disturbing the peace and misdemeanor which presumably means having a bad demeanor. Drug crimes and riotous violent behavior can fall into those two. foreign languae= Grain of salt.

I wasn't specifically talking about crime, but awareness of your presence in the world and responsibility. You can re-read my last post.

Yea, it's very true that many men in Japan don't know how to approach to a woman and they see young woman nothing but a sex object as they are taught from their childhood by the surrounding media, magazines and like minded peers. In the same way, the girls are encouraged to look as cute as possible mimicking anime characters, uber kawaii singers and get up like them beyond reality and lure the pervs. There is no definition of morality in Japan creating this sort of social problem that is becoming unstoppable for the law enforcing agencies.

0 ( +0 / -0 )

lowly: Nuisance prevention laws in Japan specifically prohibits taking pictures of exposed underwear in public places. I suppose almost the equivalent to public indecency. (also sometimes referred to as sexual misconduct)

A misdemeanor is a criminal offense of lesser severity than a felony.

Dolphin, they call it jorei. Not a law but annoying. A husband or a wife cannot even go to the beach and shoot a picture of his or her family unless directly in front of them and then will have to beg and plead for their lives when some clown says they shot a picture of a guy wearing a faggy tube, or a girl wearing a bikini to large or small...but go to a convenie and buy all the porn you want. Stupid. Beauty cannot be photographed?

0 ( +0 / -0 )

I remember the case where a guy was taking upskirt pics of a woman in a park. They knew eachother and the whole thing was planned by both. But some mother saw and lodged a complaint. Most likely it was the same law. This makes me think the law is not to protect the women, but to "protect" those who don't want to see such behavior. Interesting when you think of it like that. If I complain that I did not want to see panties on the escalator, and that it disturbed me, I wonder what the police reaction will be?

0 ( +0 / -0 )

The article isn't as shocking as the readers' comments. I don't think that men should be able to make their own personal porn pics without a woman's consent. Maybe I don't understand the outrage because I don't know the severity of the punishment. What's the punishment for this crime?

0 ( +0 / -0 )

The punishment for this crime is he has to wear a schoolgirl uniform and everyone gets to take upskirt pics of him and post the results on the internet.

Japanese porn shops have some perverted stuff, but most of it is actually just really cute girls naked or almost naked or girls with big breasts either alone or having pretty tame sex... with heavy blurring on the genitals. Yeah they have some wild stuff too, but if you think you can't see upskirting, secret toilet filming, rape, scat, bondage etc in US porn too, then you really need to investigate American porn more. Fact is many Japanese find the west perverted because they show the genitals. Mull that.

And another thing: a bunch of newspaper reports of upskirting does not make a statistic. Fact is this case and ones like are reported not because more perverts live in Japan but simply because fewer murderers and car stealing highway chase drug addicts live in Japan. Face it. Life here is so tame this is all they got to report.

bdiego...maybe without panties? Then the perv would be shown on the upskirt pics with a microscopic-sized mosaic where his thingie hangs....

@SendaiOzeki - Yayy! Totally agree! :-)

@dontknockit - I agree there's not much crime to report. But I also don't agree "kinky" porn is to blame for a guy making his own free porn with strangers in the street. That's like when they said that TV ruined babyboomers and videogames ruined Gen-X.

The young girls wear skirts so short that you can see up them without taking a picture. Why bother with a picture. Just stand at the bottom of the escalator and watch.

@unchinanchu - Well at least it wouldn't be a crime! ;-/ Why do people have to cross the line?

But just as the idea of taking pictures up a girls skirt, its all a matter of opinion of what is truly bad.

i agree with uchingu, ive seen skits that had a Young girls walk through the security Door at Airport & he would press the Buzzer/alarm and frisk each pretty Girl when an Old lady or middle aged man walked through he ignored them. Remember it was a comedy SKIT. but people Laughed at it. YES JPTV! i think it just promotes it.
