An employee of JR West was arrested Friday for violation of the prefectural nuisance prevention laws after he was caught taking photos up a high school student's skirt with his mobile phone in Yasu, Shiga Prefecture.

Kenji Omuro, 27, a driver at the JR West Japan Kyoto branch, is suspected of having used the camera on his mobile phone to take up-skirt photos of a 17-year-old high school student while on an escalator at JR Yasu Station. According to police, the girl reported the incident to a nearby station employee, who held Omuro until authorities arrived.

According to JR West, Omuro was on his break at the time of the incident. They issued a statement apologizing for the incident, and said they plan to deal with the driver accordingly.

As a former manager at JR West, I assure you no one who works at JR would do something is disgusting as taking a pic up a 17 year old's skirt. In my 1 1/2 years as manager we had only 4 such incidents like this one. It's just not the type of thing that we allow. I am 100% sure this was that girl wanting attention. Well honey you got it. I hope this employee is able to sue her for this. God bless to you, and hopefully this 17 year old looking for attention GETS the attention from her cell mates.

This isn't the first case of a JR employee taking up-the-skirt shots. The last one, about a year ago I think before the cops moved in and staked groping/perverted pics as their territory, may well have been JR West. I'll look it up.

In any case, we find once again a sick male blaming the female for his own inability to control his desires.

We can't ban mobile phones or cameras. But we can stop this issue to lock up such sex-hungry people and put them long enough behind the bars, together with a shrink in the same cell. But please make sure that will be male shrink. Many of such cases were reported in the last couple of years but no solution was brough forward. Why are girls wearing short skirts? Many years ago no girl in Japan could walk around half naked as they are today. 'Girl concerned in this issue should apply for fashionista job.'

Two thumbs up to this girl for turning the pervert in! Almost every story I hear about these up-skirt photos (so nice that they have created a phrase for this crime) involves girls in their school uniform. If more girls/women stood up for themselves, I'm sure there would be a decrease in these types of crimes.

As someone else already mentioned, what are they doing to prevent it from happening? Are girls in junior high and high school taught what to do if they are a victim and are they taught how not to become a victim? And more importantly are boys being taught to keep their hands and their cameras to themselves so that this problem doesn't continue in the future?

And are schools considering doing away with the short skirts? If you ask me, these uniforms just make the divide between the girls and boys even bigger. Why not have the same uniform for everyone to promote equality of the sexes?

Gees! Things have been a bit slow. This is the first story of its kind this year. It's hard not to generalize all Japanese men with the frequency of these kinds of assaults. - I caught a joker doing exactly this at a station in Tokyo although, he of course denied it and if I was to have tried to constrain him and get the authorities it is I who would have been in trouble. With this kind offense you have to take the Japanese stance and just bury your head deeper into the sand.

Actually, I sort of think they do. You could just as easily say that cigarettes have no magical powers, but no matter how frightful the warnings we put on them, people keep smoking, even when they want to quit. Women's bodies have been recognized as extreme tempations for a long time now, and lots of men have done crazier things to see and touch. If we are only talking about pictures and if her skirt is that short, I have better things to do with my sympathy, thank you very much.

You know, I like to spout obscenities like a sailor. But its usually women who are psychologically affected it by it who ask me to stop. Why it affects them so, I have no idea, but I respect their feelings. If a woman walks down a dark alley at midnight and gets attacked, I put some blame on both woman and attacker. I do not justify the attack. I blame both. Tempt fate, and crap happens. Spot on right there. In Australia it is illegal to photograph minors in public without expressed permission of their legal guardian. For the rest - it is fair game. Nude on the beach? Too bad. Quickie in a taxi cab? Youre on camera. Skirt too short for your own good? You bet I am gonna have a look.

I dont know what the police here could charge you with. If noticing what a schoolgirl is hiding under the tartan is a crime - every male poster on here needs to march himself down to the Koban to explain his actions.

I've been on many an escalator in Japan and the girls wear very short skirts bend over to fix their socks and flash you on purpose. I never took a camera photograph but my mind is full of mental photographs. Am I a criminal? Should I turn myself into the J-cops to download my mental images. The solution which probably never happen is to require that skirts go back to being below the knee length and all this BS will go away but my memories are mine to keep.

Now why is this not blaming the victim? I don't like violence against women. I think when a weak person is targetted and abused it is awful. However what recourse does the weak person have? To wait until after something has happened and get revenge in court because they were "right"? It seems to me being conscious of your behavior and its riskiness is your own responsibility. A guy on a motorbike gets in an accident, even though it's not his fault, what do you say? sure it's terrible, but the decision to ride is his. Even if it's the other guys' fault, the biker chose to ride a 2-wheeled vehicle. and if you are on a bike, being extra extra careful is one way of avoiding injury. All things considered, I cannot agree with that. I think you have taken into account where Japan is open and others are not, while failing to take into account where Japan is closed and others are not. Examples would be the mosiac in porn, rules on skirt length, divorce court decisions which punish cheaters, the one wife rule, the near universal 18 year old age of consent (16 is very common elsewhere), and the fact that while short skirts are common, plunging necklines are scandalous, and while sexual imagery is rampant, actual sex occuring is another matter altogether. Japan is equal, but different. There is plenty of sexual repression here too, so Synista's point my be valid. No one is talking about LOOKING; people are talking about the crime in question here, which is taking a PICTURE up a girl's skirt! I'm sorry but that is a complete inability to control one's urges, and it is a crime to take such pictures of a person (unless they are a consenting adult). Mental picture? Well, if it's there in front of you and you see it, not much anyone can do. But groping or taking pics is not the same thing. I do not know which law is used to arrest these guys or what its exact wording is. But I have heard that it is technically illegal to stare, and the taking of pics might be illegal under the same law. I doubt there is a specific upskirt photography law.

Synista: I would have to agree with you. Not all, but many Japanese people, tend to be somewhat repressed in that they don't express their true feelings and desires. Their whole society is based on keeping a certain image for public appearances and often have to keep their real thoughts to themselves.

I believe this repression can also be sexual. There are a lot of Japanese guys out there that don't even know how to relate to women. And probably lots of J-women who don't communicate honestly with men. Throughout their school days they are separated in 'the boys' and 'the girls' and after they grow up there is still sometimes this gap. It's almost like they see the opposite sex as a different species.

Groping and up-skirt photos are just symptoms of this repression and inequality of the genders. Of course some people may not consider these to be serious crimes but what is worrying is that this is the same repression and desire to exert power that can cause men to commit more violent crimes against women such as rape.

ya got me all wrong. I wasn't talking about crime and I didn't say anybody was "asking for it" in the sense that they DESERVE anything. I was saying "be aware". It is smart advice and necessary. In the old world we had tigers to keep us sane. We knew when we stepped out of the door we were in danger and we had to have keen senses and know what was smart. Now we have big society and laws controlling everything and everybody so it is easy to lose sight of the fact that our life and relationship to others is, at the end of the day, our responsibility. I fyou want to rely on laws and morals then you get lazy and open yourself for attack. I'm not advocating dress codes for women by any means, either. Go naked, I'd applaud. Yea, it's very true that many men in Japan don't know how to approach to a woman and they see young woman nothing but a sex object as they are taught from their childhood by the surrounding media, magazines and like minded peers. lowly: Nuisance prevention laws in Japan specifically prohibits taking pictures of exposed underwear in public places. I suppose almost the equivalent to public indecency. (also sometimes referred to as sexual misconduct)

I remember the case where a guy was taking upskirt pics of a woman in a park. They knew eachother and the whole thing was planned by both. But some mother saw and lodged a complaint. Most likely it was the same law. This makes me think the law is not to protect the women, but to "protect" those who don't want to see such behavior. Interesting when you think of it like that. If I complain that I did not want to see panties on the escalator, and that it disturbed me, I wonder what the police reaction will be?

Japanese porn shops have some perverted stuff, but most of it is actually just really cute girls naked or almost naked or girls with big breasts either alone or having pretty tame sex... with heavy blurring on the genitals. Yeah they have some wild stuff too, but if you think you can't see upskirting, secret toilet filming, rape, scat, bondage etc in US porn too, then you really need to investigate American porn more. Fact is many Japanese find the west perverted because they show the genitals. Mull that.

And another thing: a bunch of newspaper reports of upskirting does not make a statistic. Fact is this case and ones like are reported not because more perverts live in Japan but simply because fewer murderers and car stealing highway chase drug addicts live in Japan. Face it. Life here is so tame this is all they got to report.

i agree with uchingu, ive seen skits that had a Young girls walk through the security Door at Airport & he would press the Buzzer/alarm and frisk each pretty Girl when an Old lady or middle aged man walked through he ignored them. Remember it was a comedy SKIT. but people Laughed at it. YES JPTV! i think it just promotes it.
