A 28-year-old unemployed man has been arrested on suspicion of attempted murder after he stabbed a 60-year-old male employee of a ward office in Kawasaki, Kanagawa Prefecture.

According to police, the incident occurred at around 4 p.m. Thursday at the Takatsu Ward office, Fuji TV reported. Another employee said the suspect, Yuki Honda, who lives in the ward, had asked for the victim by name at the public welfare section on the fourth floor of the ward office. He then pulled out a knife and stabbed the man.

Other employees subdued Honda until police arrived. Honda was arrested on an additional charge of obstructing government officials in the performance of their duty.

The victim was taken to hospital and was in a stable condition on Friday, police said.

Honda was quoted by police as saying he meant to kill the victim. He had visited the public welfare section two hours prior to the incident and was talking with the same man then. Police said he left and went out and bought a knife.

Police said they are investigating the cause of the dispute between Honda and the victim.

oldman_13 - Another random violent act.

I doubt it is a random act. The city halls are under orders to clear all arrears of city taxes and health insurance and they are not open to negotiations coz they are going broke. They will take as much money or as many assets as they see fit regardless of the hardship they inflict on the victims. Employed or unemployed makes no difference. If you owe them money they will take whatever action necessary to recover it.

How was it random? He went there two hours prior, talked to the victim, returned, asked for the victim by name then stabbed him. Doesn't sound random to me, but I'm no detective
